About this file
This Request for Bid (RFB D20-006-M) is issued by the University of Wisconsin-Milwaukee, acting as an agency of the State of Wisconsin, for metal waste hauling and recycling services. The solicitation seeks qualified contractors to provide scrap metal collection, recycling, and transportation services for multiple waste types including sheet iron, copper, brass, aluminum, stainless steel, insulated wire, lead, transformers, motors, and refrigerant-containing equipment. UWM will supply scrap materials in clean streams by product type at designated pickup locations including the University Services and Research Building (primary site with a permanent 30-yard dumpster), Student Union, and potential off-campus sites. The contractor must attend a mandatory site inspection on October 1, 2019, at 10:00 AM; the deadline for bid questions is October 3, 2019, at 2:00 PM CDT; and bids are due October 14, 2019, at 2:00 PM CDT. The contract term is three years from the award date with an option to renew for two additional one-year periods by mutual consent. Pickup service must be available between 8:00 AM and 4:30 PM, with new containers and pickup of full containers required within 24 hours of contact.
Pricing is structured as net revenue to UWM based on recycling center valuations, with the contractor sharing a fixed percentage of revenue for each material type throughout the contract term. The contractor must submit current pricing documentation from recycling facilities dated no more than one week prior to the bid due date. Hauling charges are firm for the initial one-year period; after year one, the contractor may request modifications to hauling costs with documented justification, subject to UWM approval and limited to no more than 10 percent increases per year. The award will be made to the responsive bidder offering the highest revenue total using a predetermined formula. A five percent preference applies to certified Minority Business Enterprises and disabled veteran-owned businesses. The contractor must maintain commercial liability insurance of at least one million dollars, worker's compensation coverage, and motor vehicle insurance; possess required permits and licenses; operate under Wisconsin disposal guidelines; maintain a certified scale; and provide monthly payments to UWM by the 20th of the following month, with detailed accounting documentation including pickup dates, weights, material types, and recycling center payment receipts.
