Remove Hazardous Trees at Melrose Entrance
NATIONAL PARK SERVICE
STATEMENT OF WORK
1. SCOPE
The contractor shall provide all materials and services necessary to remove selected hazardous trees, trim others and clear the area of brush after a site assessment, evaluation and recommendation by a Mississippi Licensed Landscape Contractor.
2. BACKGROUND
Melrose, an 1840s antebellum mansion with original outbuildings, is one unit of Natchez National Historical Park. The site’s main entrance is overgrown with large hazardous and small invasive trees whose limbs overhang and obstruct a nearby private residence. The park will also install a wooden fence for increased security.
3. PROJECT DESCRIPTION
The project Contractor shall provide all labor, tools, equipment, materials, and supervision required to fell and remove or trim hazardous and unwanted trees. Invasive species may include paper mulberries, mimosa trees or ligustrum to be removed.
Two large hazardous trees and 8 smaller near an adjoining residential property, will be removed, cut into sections using proper equipment and limbs lowered to the ground to prevent ground disturbance. Smaller trees and shrubs shall be removed as flush to the ground as possible, with no mechanical grinding of the stumps.
Contractor will also remove 150 linear feet of existing 5’ high chain link fence. posts and top rail. The fence will be replaced with 8’ high natural wood picket fence, like those that are common in the local area. The fence will consist of 6” x 6” at 8’ intervals set in concrete, with 2” x 4” cross members integrated and staggered. All materials will be treated wood to withstand the weather elements.
If there is any sign of artifacts or structural components such as bricks are discovered in the course of the project, work must stop at once and the condition be called to the attention of the park’s Historian or Curator.
The Contractor shall only remove trees when specifically authorized to do so and shall avoid damaging any vegetation that is to remain as per the attached site diagram.
No trees shall be cut on property that is not located on NPS property. If any limbs or branches of trees are broken during contract performance by the careless operation of equipment or by workmen, the Contractor shall trim those limbs or branches with a clean cut.
The Contractor shall protect from damage all existing improvements and utilities at or near the work site. Prior to commencement of the project, the Park staff will identify for the contractor potential utilities. The Contractor shall repair any damage to those facilities (including those that are the property of a third party), resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and bill the contractor for any costs which may be incurred. Contractor is responsible for contacting Mississippi 811 to locate water, sewer or other utilities.
4. SAFETY
The Contractor agrees that personnel and equipment are subject to safety inspections by the Government while on federal property. The Contractor must comply with all Federal and State OSHA requirements. The contractor shall be responsible for the safety of his employees and equipment, and for any injury or damage done to or by them from any source or cause. He shall save and hold the United States free from all claims for damages to any and all persons and (or) property arising from the execution of the work covered by these specifications.
The contractor will incorporate traffic control, when necessary, in felling trees near roadways. Traffic control shall meet or exceed the specifications laid out in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-96, sections 156 Public Traffic and 635 Temporary Traffic Control. Implement protective measures to keep the public out of tree felling areas. The contractor will coordinate with the NPS for road/trail closures.
Work accomplished herein shall meet the requirements and standards set forth by the Wildland Fire Chainsaws S-212.
Accident Prevention The Contractor shall conduct operations to prevent accidents, injuries, and damages. Additionally, the Contractor shall comply with applicable state and local safety, health, and sanitation laws.
Safety Equipment All Contractor personnel shall use approved personal protective equipment and other safety equipment appropriate for the contract work being performed.
Accident Reporting The Contractor shall immediately notify the Contracting Officer or his/her designated representative of any and all accidents to which the Contractor’s employees are a party or witness as well as any and all accidents involving his/her employees or equipment working under this contract.
Insurance The Contractor must be insured in accordance with the State of Mississippi regulations. The Government will not be responsible in any way for damage to Contractor’s equipment, vehicles, tools, or materials or the Contractor’s employees and their belongings that are brought onto the Government’s premises, occasioned by fire, theft, accident, or otherwise. The Government will not accept any liability as a result of Contractor or Contractor employee negligence.
5. PROJECT LOCATION
Melrose Estate site is in Natchez, Mississippi, at 1 Melrose-Montebello Parkway.
6. JOB CONDITIONS
Normal work hours will be between the hours of 7:00 a.m. and 3:30 p.m. Monday-Friday. Any work on weekends or earlier than 7:00 a.m. will have to be arranged in advance through Contracting Officer’s Representative (COR) with approval from Contracting Officer (CO).
7. DELIVERABLES
The deliverable for the project will be removal of hazardous and invasive trees as specified and chain link fence removal and installation of wooden picket fence.
8. CONTRACT PERFORMANCE PERIOD
Work should be completed before September 31, 2021.
9. PAYMENT
The Government will conduct inspection upon completion of project work. Final payment will not be made until all noted discrepancies are corrected by the contractor. Full payment will be made upon completion of the project.
