About this file
This document is a Justification for Single Source Awards from the Department of Veterans Affairs (VA) for the Tennessee Valley Healthcare System. The VA seeks to purchase two Medtronic DRIVER 2300000 POWEREASE surgical drivers, a proprietary electric-powered motor attachment designed specifically to integrate with existing Medtronic spinal instrumentation systems, at an estimated value of $45,540.00. Market research was conducted through multiple platforms including FPDS, GSA Advantage, and others, which confirmed that VA and SBA Rule of Two requirements were not met, and no alternative vendors could provide compatible equipment.
A sources sought notice was posted from 7/30/2025 to 8/11/2025 under solicitation identifier 36C24925Q0400, which yielded one response from a Service-Disabled Veteran-Owned Small Business (SDVOSB) vendor. However, due to the Non-Manufacturer Rule, the requirement must be sourced directly from the large business manufacturer (Medtronic Sofamor Danek USA, Inc.). The single source justification is for the Tennessee Valley Healthcare System under Veterans Integrated Service Network (VISN) 09, with the procurement being approved in accordance with FAR 13.106-1(b) and signed by the Contracting Officer on 8/12/2025.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 < SAT ($250K)
Acquisition Plan Action ID: 36C249-25-AP-2527
Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID# 36C249-25-AP-2527
1. Contracting Activity: Department of Veterans Affairs, Veterans Integrated Service Networks (VISN) 09, Network Contracting Office (NCO) 9, in the interest of Tennessee Valley Healthcare System (TVHS). PR#: 626-25-3-313-0179.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Medtronic DRIVER 2300000 POWEREASE, Quantity: 2 This surgical driver is designed specifically to integrate with the Medtronic spinal instrumentation systems currently used by the facility. Estimated value: $45,540.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Medtronic Powerease Driver 2300000 is a proprietary, powered surgical driver manufactured and distributed by Medtronic Sofamor Danek USA, Inc. This device is designed specifically to integrate with other Medtronic Mazor spinal instrumentation system that is currently used by the facility. The screwdrivers and taps are currently used manually by the surgeon.
The Powerease Driver is an electric powered motor attachment that interfaces with existing Medtronic Solera Family Screwdrivers and Taps to allow implantation and instrumentation with electric power. No other manufacturer or authorized distributor can provide equipment compatible with our existing Medtronic spinal instrumentation systems. As a result, only Medtronic can supply the Powerease Driver required for continuity of care and procedural efficiency.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted, including queries in FPDS, GSA Advantage, GSA Elibrary, NAC MedSurg Catalog, and SAC. Market research found that VA Rule of Two and SBA Rule of Two is not met. Two or more SDVOSBs, VOSBs, or Small Businesses cannot perform the work and are not likely to submit an offer/quote at a fair and reasonable price that offers best value to the Government.
Unique characteristics limit availability to only one source.
A sources sought notice under solicitation identifier: 36C24925Q0400 was posted for 12 days, from 7/30/2025 to 8/11/2025. This sources sought notice yielded one response from a SDVOSB vendor indicating capability to supply the large business manufactured item, but due to the Non-Manufacturer Rule, this requirement must be sourced directly from the large business manufacturer.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
