Internal Revenue Service Statement of Work CisionOne
C.1 Overview:
The Internal Revenue Service (IRS) seeks to acquire access to CisionOne: All-in-One Media Monitoring & Journalist Outreach Platform. CisionOne is an extensive and all-inclusive, real-time media monitoring and contacts database that will allow the Media Relations staff to effectively conduct targeted media outreach and monitoring activities.
C.2 Background:
The IRS Media Relations Office supports the IRS mission by providing current IRS news and hot topics to IRS executives and communicators and pitching IRS-related stories to national, local and niche media outlets. CisionOne supports the mission by monitoring earned media across all media types, providing insightful analytics and access to unlimited clips from over 7+ million global online media sources.
C.3 Objectives:
The Contractor shall provide 16 users with the CisionOne: All-in-One Media Monitoring & Journalist Outreach Platform.
C.4 Requirements:
I. Media Monitoring
a. Includes a large database of comprehensive, current and accurate lists of media contacts.
b. Ability to monitor all types of media, including newspaper, TV, radio and online.
c. Ability to monitor news by key words and phrases.
d. Ability to sort by multiple criteria, including outlet type, location, topic, and influence.
e. Allows users to view coverage in print, broadcast, and web in a SINGLE report, not separate reports for print, broadcast, and web. The generated report must include all the information from the multiple media outlets without the need to run various reports for each type of media. Other vendors do not monitor print products in such a streamlined manner.
f. Offers unlimited saved searches for news stories, as opposed to a limited number of saved searches with other vendors.
II. Proactive Media Outreach
a. Provides ability to create and update customized lists of media contacts for distributing news releases and other communications to media contacts.
b. Provides ability to customize lists by location, outlet type and outlet reach.
c. Provides a convenient and quick way to create lists in order to get current news to a targeted group.
III. Reporting Tools
a. Offers ability to easily create an exportable (to Excel, Word or other commonly used Microsoft platform) list of media outlets – not individual contacts – with newsroom email addresses and phone numbers. Users should not be expected to search for and then cut and paste individual media outlets but rather have a search option that is easily exportable. It must be an essentially automated process wherein the user can click on or search for a particular state and the platform will automatically produce a list of all media outlets in that state, including print and broadcast, which can then be exported as one whole list.
b. Provides ability to share up-to-date news stories with IRS executives and communicators.
c. Provides ability to copy and paste full text of certain articles for convenient sharing.
IV. Customer Service & Support
a. Provides access to the contractor’s IRS points-of-contact for customer service and technical support matters.
b. Provides training to IRS staff on how to use the platform, including any new updates made over time.
C.5 Place of Performance:
The place of performance will take place virtually at the Contractor’s site. Travel is not authorized on this contract.
