About this file
This affidavit document pertains to manufacturers' compliance certifications for the Town of Manchester, Connecticut's procurement of waterworks and sewerage supplies. The Town is soliciting competitive bids for repair parts for its municipal water and sewer system, encompassing a comprehensive range of infrastructure components including fire hydrants, manhole frames and covers, mechanical joint retainer glands and bolt and gasket packs, resilient wedge gate valves, valve boxes, curb boxes, copper tubing, corporation stops, curb stops, ductile iron fittings and pipe, couplings, water main repair clamps, PVC pipe and fittings, service saddles, and manhole extension rings, with quantities ranging from 5 to 20 units per line item. The question submission deadline is March 6, 2026, at 4:00 PM, and the bid submission deadline is March 11, 2026, at 11:00 AM via the Town of Manchester Procurement Portal. Bid opening will occur virtually via Zoom on March 11, 2026, at 11:00 AM. The contract term extends from June 1, 2026, through May 31, 2028, with options to extend on an annual basis for three additional one-year periods upon mutual agreement.
Bidders must submit pricing on a per-unit basis for each line item and specify lead times in calendar days after receipt of order. Manufacturers' affidavits of compliance are required for fire hydrants, manhole frames and covers, mechanical joint retainer glands, valve boxes, curb boxes, copper tubing, and PVC pipe and fittings; failure to provide proper affidavits may result in bid disqualification. All bid prices must be held firm during the contract term and are not subject to increase due to tariffs or trade restrictions imposed after the bid submission date, and prices may not be withdrawn for 90 days after bid opening. The Town of Manchester is exempt from federal excise taxes and Connecticut sales tax, which must not be included in bid prices. The Town reserves the right to award by item, total, or group as it deems in its best interest, and specific manufacturers are identified for various product categories with approved equal alternatives permitted for certain items.
