About this file

This document is a Sole Source Justification for the procurement of four customized CFM56-2B (F-108) maintenance engine stands for the 361st Training Squadron at Sheppard Air Force Base. The request is justified due to the inability of the previous manufacturer, Space Coast CI, Inc., to provide a quote, and the unsuitability of the stands offered by Shahar Group Aerospace Division. MEAK Solutions is the only vendor capable and willing to fabricate the specialized training stands that provide unobstructed access and accommodate multiple students. The Air Force intends to award a sole-source, firm-fixed price purchase order to MEAK Solutions under the statutory authority of 10 USC 2304(c)(1), as implemented by FAR 13.106-1(b). The anticipated award date is on or around September 30, 2024. The applicable NAICS code is 336413 with a size standard of 1,250 employees.

MEMORANDUM FOR 82 CONS/PKA

FROM: 361 TRS/CC

SUBJECT: MEAK Solutions Sole Source Requirements Justification

1. Description of the Supplies/Services: The request is for four CFM 56-2B/F108 maintenance stands specialized for training Aerospace Propulsion Apprentices.

2. Efforts to Obtain Competition: Space Coast CI, Inc., the previous manufacturer of nine maintenance stands in our schoolhouse, failed to respond to our request for quote. Shahar Group Aerospace Division could only provide transportation stands. These stands are unsuitable for training due to the low provide in the static position. MEAK Solutions agreed to re-engineer and manufacture our current maintenance stands to meet the requirement.

3. Market Research: Quotes were requested from three vendors: Sahar Group Aerospace Division, MEAK Solutions, and Space Coast CI, Inc. MEAK Solutions was the only vendor that responded with the ability and willingness to fabricate the requested training stands.

4. Other Factors: The CFM56-2B/F108 engine training stands are built as one-off, designed to provide unobstructed access to the accessory drive gearbox, as well as to the necessary components for the course.

Their specialized design also accommodates multiple students working simultaneously on engine components, thereby supporting a steady and efficient course flow.

5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required. Efforts were made to reach out to all known fabricators for quotes.
