This document is a Sources Sought Notice for a federal contract opportunity related to desktop publishing, writing/editing, and graphic support services for the Defense Acquisition University (DAU). The following questions were received in response to the SSN:

Q1: We assume that soliciting articles and peer review of articles is not part of the scope of work for Part 5.2 - Task 2, but please confirm or clarify.

A1: Soliciting articles and peer reviewing articles is not part of the scope of work for Part 5.2. Task 2.

Q2: For Part 5.2 - Task 2, would you have a preference for onshore or offshore services?

a. Onshore editing means manuscript will be edited by a native speaker from the US or UK

b. Offshore editing means manuscript will be edited by an India-based copyeditor

A2: Pending

Q3: We have noticed that the two publications referenced in Part 5.2 - Task 2 (Defense Acquisition Research Journal and Defense Acquisition magazine) are both accessible online. Can you provide guidance on specific volumes or issues that best represent the content anticipated for the upcoming year?

A3: The Defense Acquisition Research Journal: 100 240 pages. 6.75 x 10 inches, full color with 4-color cover, 2-4 issues a year published typically on a semiannual basis, and the Defense Acquisition magazine: 40-76 pages, 8 x 10.75 inches, full color with 4-color cover, 6-8 issues a year published typically on a bimonthly basis, both according to template and styles for each issue, and for other publications of the DAU Press. Contractor will convert each issue of the Defense Acquisition magazine and Defense Acquisition Research Journal for print and into digital formats utilizing SharePoint and Drupal platforms for posting on the University's dau.edu website.

The Defense Acquisition magazine and the Defense Acquisition Research Journal are both accessible in print and online (please see the links below):

Other print products.

United States Government Printing Office Style Manual

Q6: Regarding the number of projects for editing, tech editing, proofreading in a year, Technical Exhibit 2 on p. 19 says the # copies will be determined by project length. Is there an approximate page range available to denote this? Please also clarify whether "#copies" refers to the number of assignments the contractor can expect.

A6: The number of copies does refer to the number of assignments. It is hard to produce a number for editing, tech editing and proofreading each year. I hope the following information will shed some light on the kind of work we do and what is needed.

Defense Acquisition magazine: 40-76 pages per issue, six to eight times a year, and the Defense Acquisition Research Journal is 100 to 240 pages per issue, 2 to 4 times a year. I have provided links to the two publications below for further reference.

Defense Acquisition magazine (approximately 3,000 commercially printed projects) https://www.dau.edu/library/damag/may-june2024

Defense Acquisition Research Journal (approximately 2,800 commercially printed projects):

https://www.dau.edu/library/darj/arj-106

Other Print Projects:

Event/Corporate Awards, Hall of Fame, and Retirement Programs: approximately 4 to 8 programs per year, 4 to 6 pages each (600 + printed by a commercial printer)

Retirement certificates, thank you, citation letters (100 + per year)

Graduation diplomas (800 to 900 per year)

Misc. projects (100 to 200)

*** Please keep in mind that every article for both publications and all supplemental matter require multiple edits in Microsoft Word before the two publications go to layout and design in InDesign, and then the whole magazine and journal must be proofread and might require additional edits. The following numbers should be looked at as approximations only.

Q7: In the estimated workload data provided under Technical Exhibit 3, does the last row (with 1912 number of hours) correspond to Task 2—Technical Editing (offsite support)?

A7: Yes.
