About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document from the U.S. Department of Energy National Energy Technology Laboratory (NETL) for a noncompetitive contract modification to increase the value of the Mission Execution (ME) Support Services contract.

The current contractor, KBC Energy Solutions, LLC, was originally awarded contract 8924323CFE000074 on January 10, 2023, as a total small business set-aside through competitive sealed bidding. The original estimated contract value was $121,993,811.00 with a base period from April 1, 2023, through March 31, 2026, and two one-year option periods through March 31, 2028. NETL is requesting a noncompetitive increase of $110,000,000.00, bringing the total estimated contract value to $251,993,811.04. The modification is justified because KBC Energy Solutions is the only source capable of providing the unique combination of requisite services without interruption. The contract supports NETL's program and project planning, execution, evaluation, and process assessments, including technical writing, graphic design, meeting planning and facilitation, technical proposal review, peer review planning, logistical support, road-mapping, project portfolio and program assessments, and data management. The solicitation was announced via SAM.gov and FedConnect.net; a synopsis was posted on July 8, 2025, and no capability statements were received from other vendors. The Contracting Officer determined the anticipated cost to the Government is fair and reasonable based on competitive pricing from the original award and historical effort levels.
