INTRODUCTION
This document specifies requirements and objectives for the supply of Airborne
Instrumentation Modular Data Recorder (MDR) system hardware and associated repair services to support the Naval Air Warfare Center Aircraft Division (NAWCAD) Special Flight Test
Instrumentation Pool (SFTIP) under the Prototyping Instrumentation and Experimentation (PIE)
Department, Airborne Instrumentation Division (AID) Code AD4200M. The SFTIP maintains an inventory of flight test instrumentation equipment that consists of solid state recorders, signal specific recorder modules, data transfer units, recorder media, data acquisition systems, cameras, connector kits, and power supplies that come together to form completed airborne instrumentation MDR systems used on the F/A-18, EA-18G, V-22, F-35, E-6, C130, CH-53K, MQ-4, MQ-8, MQ-25, P-8, H-1, and MH-60 aircraft in addition to various other platforms for the Navy.
The requirements and objectives contained in this document include procurement of new
Safran Modular Data Recorder (MDR) units and associated components, and repair services, field services, and the technical support of MDR units procured under this contract and also for previously procured legacy Zodiac MDR hardware for the Naval Test Wing Atlantic (NTWL) at
Patuxent River NAS and other DoD CONUS agencies. This document also describes product capability enhancements.
1.0 BACKGROUND
The SAFRAN MDR units and associated components are intricate and critical elements of the test missions performed at NAWCAD and other DoD installations. The MDR units are complete data recording media devices designed primarily for aircraft and ground flight test use.
The MDR units and associated components record acquired aircraft flight test data that is used to verify, design, develop, and configure aircraft systems and ensure that those systems meet design goals for performance and safety.
2.0 AIRBORNE INSTRUMENTATION MDR HARDWARE (CLIN 0001)
The equipment being procured must be form fit function compatible (electrically & mechanically) with existing hardware from the SAFRAN Corporation (formerly Zodiac/Heim).
The existing equipment installed on the aircraft is of modular design, so one hardware chassis must be capable of supporting multiple different signal type modules as drop in replacements.
The system must be configurable using SAFRAN D4RECORDER Software.
The contractor shall provide Safran MDR products and repair support of the products listed below and in the Safran commercial product catalog. The full Safran commercial product catalog is included as Attachment XX to the contract. The following list indicates Safran MDR products that the contractor shall provide under contract, but is not exclusive of those found in the Safran commercial product catalog:
2.1 Primary Products
2.1.1 MDR and XMA Series Systems – CLIN 0001
o Main Airborne Chassis Data Recorders, Data Acquisition Systems and Accessories
2.1.2 MDR and XMA Series Modules – CLIN 0001
o Specific Data Type Modules for the MDR Series Recorder and XMA Series Data
Acquisition systems (e.g. 1553, 429, PCM etc.)
2.1.3 MDR/XMA Series Connector Kits/Breakouts – CLIN 0001
o Connector and wires assemblies to integrate recorders and data acquisition systems to the aircraft
2.1.4 MDR, RMDR, DataRec Media & Data Transfer Units – CLIN 0001 o Data Cartridges for Safran recorders & Data Transfer Units
2.1.5 GMDR Systems & Modules – CLIN 0001
o Ground based modular data recorder system & specific data type modules (i.e.
1553, 429, PCM etc.)
2.1.6 GSSxx System – CLIN 0001
o Rack Mounted ground based recorder system
2.1.7 GSSr and DATaRec4 Modules & Accessories – CLIN 0001
o Specific Data Type Modules for the GSSr Series Recorder (i.e. 1553, 429, PCM etc.)
2.1.8 GSS and DATaRec4 Module Connector kits – CLIN 0001
o Connector and wires assemblies to integrate GSS recorders to the lab
2.1.9 GSS and DATaRec4 Cables, Rack Mounts & Accessories – CLIN 0001 o Cable and rack mount assemblies for lab/ground station integration
2.1.10 Warranty Repair/Replacement
The contractor shall honor minimum commercially available standard one (1) year warranty guarantees for repair/replacement as well as any additionally purchased extended warranty guarantees negotiated as part of delivery order in accordance with FAR clause 52.212-4(o). See
Section 3.2 for guidance concerning repair turn-around time.
2.1.11 Technical Support, Field Service, and Training
The contractor shall provide technical support via telephone and on-site as required by task order. Telephone support shall be available from the contractor on a 24/7 basis. The government estimates that 90% of support will be via telephone; while the other 10% of support will require on-site field service. In special cases where the technical issues cannot be resolved by telephone, the contractor shall provide on-site support within 48 hours of task order receipt.
The government will pay for travel expenses for on-site support. The contractor shall provide field service personnel who have been granted a minimum of a Department of Defense Secret clearance. The contractor shall provide in-plant or on-site technical training, as required, upon receipt of delivery/task order.
3.0 REPAIRS (CLIN 0002)
The contractor shall provide the following repair services:
3.1 Non-Warranty Repair
When required by task order, the contractor shall provide the repair services to the non-warranted components and/or subsystems as required. The pricing of each repair will be negotiated in accordance with the Ordering Procedures in the contract. The process for non-warranty repairs shall be as follows:
a. When non-warranty repairs are required by task order, the contractor shall provide a
Repair Memorandum Agreement (RMA) number to the requirements owner before shipment of unit(s) to the contractor for repair.
b. Upon receipt of items for repair, the contractor shall perform teardown/analysis, and subsequently provide a repair cost proposal. The proposal shall contain the results of the analysis, which shall explain the failure mode/deficiency. The time frame for teardown/analysis and submission of a repair cost proposal shall be negotiated.
c. The government end user will perform a technical evaluation of the proposal (and any subsequent clarification data provided by the contractor), and will either approve the repair or disapprove the repair and require that the unit be returned to the government.
d. After the repair, the contractor shall provide a repair disposition report that explains the failure mode/deficiency and describes the remedy used in the repair (CDRL A004).
e. The repair work mentioned in subparagraph “d” of this section shall be under warranty for a period of 6 months after receipt of unit(s).
3.2 Repair Turn-around Time
The repair schedule of individual line items issued shall be provided by Task Order and be based on the priority given by the Government Program Manager (PM) or the designated government representative, considering the complexity of the repair and other factors to be negotiated at the time of teardown analysis. The contractor shall perform teardown analysis of each unit and submit a cost proposal for the repair to the PM within 10 working days after receipt of the unit. The pricing of each repair will be negotiated in accordance with the
Ordering Procedures in the contract (CDRL A004). After PM approval, the contractor shall repair the unit within 30 days.
