About this file
This document is a Notice of Intent to Award from the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for a Request for Quote (RFQ #25*0294) to produce the MDOS Mini Step Elections Booklet. The project involves printing either 5,000 or 10,000 booklets, with multiple vendors submitting bids on pricing, turnaround time, and local printing experience. Bidders were evaluated on their ability to provide the best value to the State of Michigan, with considerations including price, turnaround time, and Michigan-based printing capabilities.
The recommended vendor is Lightning Litho, which submitted the lowest bids for both quantity ranges: $2,450 for 5,000 booklets and $4,195.41 for 10,000 booklets. All six bidders (Lightning Litho, O'Keefe, Lawson, BRD Printing, Image Printing, and RR Donnelley) met the basic evaluation criteria, including being able to hold pricing, having Michigan printing experience, and meeting specified turnaround times. The DTMB Printing Services retains the right to perform the work in-house or award to a vendor with a higher bid if it provides better overall value. Vendors who wish to protest the award must do so electronically through the Vendor Self Service system by the posted deadline.

Evaluation Process Award recommendation is made to the responsible bidder who offers the best value to the State of Michigan. Best value is based on the quote providing the best combination of evaluation criteria factors and price. Printing Services, in consultation with the customer, may elect to award to a vendor with a higher bid, if the bid provides a better value based on turnaround time or other criteria.
