Bidder Question
State Answer
1
Cost
Multi
Is the state looking for an agency paid service model for this solution i.e. no cost to incarcerated individuals and their friends and family?
The cost to be covered by prisoners/families would be communication (phones, electronic messaging), entertainment (music/video downloads, etc.) and ancillary services that aren’t operationally necessary. The State prefers a solution that includes a State purchased and owned device that Prisoners can check out to use.
2
Price Schedule
Schedule B
The RFS shows the following “All Bidders must complete Appendix B1”. I cannot bid on all the requested aspects of the RFS, e.g. IAM, DM, PDS, etc. My best product and services fall under ISP and NMM. Should I simply bundle what I will propose, e.g. ISP + NMM, as my Bundled Pricing in Appendix B1 given it’s required?
Bundle all items you are proposing in Appendix B1. Then submit separate individual appendices for each respective subject. In this example, that would be an Appendix B2 for ISP only and an Appendix B3 for NMM only.

Schedule A, Attachment 2: Prisoner Services Business Specificaitons Worksheet | Requirements Prison Video Visitation (VV)
N/A
Business Specification Number VV 20.0 states, "System must have ability to log video and voice quality." Will the MDOC please clarify this requirement by providing the following information: a). What specific video and voice quality metrics does MDOC require the system to log?; b). How is video and voice quality data to be measured?; and c). Who will be responsible for the measuring and recording of voice and voice quality data? for logging the video and voice quality data?
a. The Contractor shall provide telephone reception quality equal to the highest level of toll quality offered to the general public and shall meet telecommunication industry standards for service quality. call and video quality must meet requirements necessary for calls and videos to be admissible in court of law. For Audio Quality/Clarity, the following requirements should be met:

1. Format: Use a lossless or high-quality format such as WAV or FLAC. Compressed formats like MP3 may degrade quality and raise questions about authenticity.

2. Sample Rate: Minimum of 44.1 kHz (CD quality) or higher (e.g., 48 kHz or 96 kHz).

3. Bit Depth: At least 16-bit, preferably 24-bit.

4. Signal-to-Noise Ratio (SNR): Ensure a high SNR (low background noise) to make voices or critical sounds distinguishable.

5. Mono vs. Stereo: Stereo is preferred if the recording captures spatial information (e.g., multiple speakers), but mono may suffice for single-source recordings.

6. Embedded Metadata: The audio file should include metadata such as recording date, time, device used, and location (if available).

7. Original Device Information: Retain details about the recording device (e.g., model, firmware version, and settings).

8. Timestamping: Use a device that automatically embeds accurate timestamps or synchronize with a trusted time source (e.g., GPS or NTP).

For Video Visitation Quality/Clarity, the following requirements should be met:

1. Resolution: Higher resolution (e.g., 1080p, 4K) is preferred to ensure details like faces, license plates, or actions are clearly visible. Low-resolution videos (e.g., 480p or below) may be challenged if critical details are unclear.

2. Frame Rate: A frame rate of at least 24–30 frames per second (fps) is ideal for smooth motion capture. Lower frame rates (e.g., 15 fps) may miss critical moments or appear choppy.

3. Compression: Use minimal compression to preserve detail. Highly compressed formats (e.g., low-bitrate MP4) may degrade quality, making it harder to discern details. Formats like H.264 or H.265 are common but should be high-bitrate.

4. Lighting and Focus: The video should be well-lit and in focus to clearly depict the scene. Night vision or low-light capabilities may be necessary for footage recorded in poor lighting conditions.

5. File Format: Use widely accepted, non-proprietary formats like MP4, AVI, or MOV to ensure compatibility with court playback systems. Avoid obscure or heavily edited formats.

6. Embedded Metadata: The video file should include metadata such as recording date, time, device used, and location (if available).

Specific voice metrics include but are not limited to:

1. Mean Opinion Score (MOS)

2. Jitter

3. Latency

4. Packet loss, and

5. codecs used.

Specific video metrics include but are not limited to:

1. Bit rate

2. Resolution

3. Frame rate

4. Codec

5. Buffer fill time

6. Lag length

7. VMAF or SSIM at a minimum.

b. Through the metrics listed above by the providing Contractor. Please include in your bid response how your would measure video and voice quality data as well as any options you are able to provide with your solution.

c. The Contractor awarded phone and video services would be responsible for measuring and recording voice and video quality and providing the data via reports as requested by MDOC.

The MDOC website states, “The Michigan Department of Corrections will allow inbound electronic correspondence to prisoners from family and others who have established an account with JPay. To establish an account, please visit www.jpay.com.The customer (family member or other) will have to purchase "stamps" or a subscription through JPay in order to send electronic messages.

• All mail is electronically scanned by JPay for security issues and then sent to the Michigan Department of Corrections where it is reviewed again prior to being released to the prisoner."

Source: https://www.michigan.gov/corrections/for-families/electronic-messages-sending-to-prisoners.

This information implies that the MDOC currently has an inmate “mail” scanning service in place. Will the MDOC please provide details regarding all inmate mail scanning services that are currently utilized and how contractors should include these services as a part of their RFS response.

For electronic messaging this is a technical process not a physical one. MDOC's current solution includes the Contractor’s system scanning for key words and phrases and flagging for further MDOC review. Currently all electronic mail is released directly to the prisoner unless it is flagged based on a keyword or phrase by the Contractor’s system that requires as physical review by MDOC staff before being released.

Are there specific data retention or backup requirements for stored media content?
A) Currently there is 20.4 TiB of data total for prisoner music files and 13.5 TiB of data total for prisoner messaging data.

B) Based on a solution where the State owns the devices, it anticipates a need for individual inmate content to be stored in separate containers or user specific directories that they can access via a login process from any device that they check out to use. Please provide the state options for how this can be provided.

C) The State anticipates a transition period where data will need to be saved until the new solution is in place and it can be moved into the prisoner’s account where they would then be able to access it by the new solution until they delete it. Contractor should provide options for different data retention or backup requirements with applicable pricing.

Schedule A, Attachment 2: Prisoner Services Business Specificaitons Worksheet | Requirements Multimedia Services (MS)
N/A
Requirement MS 29.0 states, “Contractor must provide a document creation process within their solution that has limited functionality and must be controlled by MDOC.” Will the State please clarify this requirement by providing the following information: a). What specific functionalities should be included or restricted in the document creation process?; b). Should the document creation process be limited to certain file types (e.g., text documents only)? c). Will MDOC need the ability to set permissions or restrict access to the document creation feature on a per-inmate or per-device basis?; and d). Are there any integration requirements with existing MDOC systems for document creation or storage?
a) State prefers a bare minimum document creation application. Contractor should provide options on levels of functionality and restrictions available to the State for review with pricing. The State can't limit ADA functionality and accessibility (example: Talk to text for visually impaired). The only hard requirement would be for any saved data to be only accessed by the Prisoner who created the document. This will be necessary if the State awards a device solution where the device is shared by the prisoner population.

b) Yes, the document creation must be limited to text documents.

c) Yes. Please provide what options are available for restricting access to this service and any associated price differences.

d) Please provide any options in your bid response for integration of the word document creation application. MDOC may want to integrate with Legal Library or kites.

Schedule A, Attachment 2: Prisoner Services Business Specificaitons Worksheet | Requirements Multimedia Services (MS)
N/A
Requirement MS 30.0 states, “Prisoners must be able to print their created document to create physical copies. Printing functionality must be controlled by MDOC.” Will the State please clarify this requirement by providing the following information: a). What level of control should MDOC have over the printing process (e.g., approval queue, print quotas, time restrictions)?; b). Is printing to be allowed from all inmate devices, or only from designated secure kiosks or locations? c). What are the security or content review expectations prior to allowing a document to be printed?; d). Are there specific printers or printing hardware already in use at MDOC facilities that the proposed solution must be compatible with?; and e). Will there be a need to restrict printing to black-and-white only or limit the number of pages per document?
a) MDOC should have control over the print process by allowing librarians or designated staff to approve print queues as well as limit number of print jobs by prisoner via quotas.

b) Prisoners must have ability to request printing from any device or from a kiosk as long as that prisoner is “approved” to have access to this service/process. Plese provide in your response options for providing this service.

c) MDOC staff must have ability to review the request to ensure prisoner has available funds before printing can be completed (this review may be outside of the solution, but they need the ability to queue a job request until it is confirmed they can release it to be completed). Prisoner must only be able to request printed materials from the law library application or their document creation application only. Staff should have the ability to review the content of the document before releasing for print.

d) Currently most MDOC facilities have a multi-function device on the State network (non-prisoner network that is managed by the State with firewalls). The State is also considering a process where facilities would purchase prisoner network accessed printers specifically for this service. Please include in your bid response any potential issues or preference for this issue.

e) All printing should be in black and white and should limit the pages per request to 50.

Schedule A, Attachment 2: Prisoner Services Business Specificaitons Worksheet | Requirements Telephone Services (TS)
N/A
Requirement TS 21.0 states, “System must detect calls to notify MDOC staff if a different person joins the call from either/both the outgoing and receiving ends of the call.” Will the State please clarify this requirement by providing the following information: a) Does the MDOC’s current TS support the ability detect if a different person joins the call on the receiver’s end (aka called party)?, if so, what specific methods or technologies are used to detect the change in called participants during a call (e.g., voice enrollment/biometrics)?; b). What constitutes a “different person”, specifically public user, joining the call?; c). Is there an expectation that the system distinguish between legitimate call transfers (e.g., public user handing the phone to another approved person) and unauthorized switches?; and d). Are there any privacy or legal compliance considerations that need to be accounted for involving the voice enrollment of public users?
a) Yes, the current solution has this capability. The current solution uses both voice biometrics on the prisoner side and dial tone/beep detection from the call party side.

b) Public. Anyone other than an MDOC employee. The solution must not allow for 3rd party calling.

c) Currently the state attempts to control this by approved call lists. There is no current control over who they are speaking with. Contractor should include in their bid proposal any solutions for this issue.

d) Contractors are required to meet all local, state, and federal laws including any specific privacy considerations. Please include further details in your bid response.

Schedule A - Attachment 1 – Network Managed Services Business Specifications Worksheet | Requirements Prisoner Device Support (PD)
N/A
Business Specification Number PD 2.0 states, "Contractor must include device options without Wi-Fi Direct connect functionality." Will the MDOC please clarify this requirement by providing the following information: a). Can the agency clarify what is specifically meant by “Wi-Fi Direct connect functionality”? Is this referring to peer-to-peer (P2P) Wi-Fi connectivity without a traditional access point?; b). Does the requirement intend to prohibit all forms of peer-to-peer wireless connectivity, or is the restriction solely on Wi-Fi Direct (e.g., Miracast, wireless file transfers)?; and c). Which device types are subject to this requirement (e.g., tablets, kiosks, laptops, handhelds)? Are all offered devices expected to be available without Wi-Fi Direct?
A) Yes

B) Yes C) Yes, all devices that inmates are using. Additionally any device that the vendor suggests will need to be reviewed/approved by MDOC.

Schedule A - Attachment 1 – Network Managed Services Business Specifications Worksheet | Requirements Prisoner Device Support (PD)
N/A
Business Specification Number PD 4.0 states, "The Contractor must offer a solution (e.g. docking station) for software that MDOC would require physical connection to the network to function." Will the MDOC please clarify this requirement by providing the following information: a). Can MDOC provide examples of the specific software or use cases that would require a physical network connection to function?; b). Does "physical connection" refer strictly to Ethernet-based wired connectivity, or are other forms of hardwired connections (e.g., USB-C to LAN adapters) acceptable?; c). Is the Contractor required to provide docking stations for all applicable devices, or only in cases where software explicitly cannot operate over wireless networks?; d). Which types of devices (e.g., tablets, laptops, handhelds) are expected to be supported by the docking station or alternative connection solution?; and e). How many docking stations or physical connection solutions are expected per facility, and will they be deployed in specific areas (e.g., intake, staff stations, administrative offices)?
a) Please see changes to this requirement. Currently the State’s solution for prisoner devices requires a docking station for updates and downloads. With the new prisoner wi-fi network, the state may no longer need docking stations or kiosks for solutions to work and is not aware of any specific software that would require a hard connection. The State anticipates the potential need for some degree of a physical connection as part of the RFS solution. This could be based on the needs for devices for charging purposes or applications to connect periodically for control or security purposes. That State’s intent would be for a wi-fi connection only but understands there may be a need for solutions to be connected based on application or service requirements. Video visitation would be an example of a service that would need a dedicated connection as this service should not be available via the awarded device. Additional considerations should be made for lobby kiosks for solutions to services like prisoner deposits. This would be based on your solution’s needs and access.

b) Ethernet-based connection would be preferred, but the State is open to considering additional options that meet the State’s standards. Bidders should provide options for this connection in their bid response.

c) Only in cases where software explicitly cannot operate over wireless networks. For a solution that includes ownership by the State, and a check out process by prisoners, the State anticipates that docking stations or carts will be required for at least charging purposes.

d) Any proposed device from this RFS as well as laptops that are currently available to MDOC’s Education division.

e) As an example, the current requirement is that the Contractor must provide a minimum of one kiosk per every 100 prisoners, or a minimum of two kiosks for units with 150 or more prisoners as approved by MODC. Additional kiosks may be necessary depending on housing unit restrictions and to accommodate larger/smaller populations to meet special population needs. Please provide direction and options for kiosk requirements in your bid solution that are based on industry standards.

Integration Expectations - Will these future modules need to integrate with existing MDOC systems (e.g., JMS, financial software), and if so, can integration documentation be provided?; d). Modular Requirements - Is the State expecting a single, unified platform capable of supporting all listed functions, or would standalone or third-party integrated modules be acceptable?; e). 1. Financial Management - What specific financial functions are expected?; f). 2. Personnel Support - Should this include employee scheduling, training tracking, certifications, or performance evaluations?, Will integration with existing HR systems be required?; g). 3. Operations Support - Can MDOC specify the operational domains this support should address; h). 4. Data Analytics - What types of data sources are expected to be analyzed, and are there any specific use cases?; i). 5. Business Intelligence (BI) - Are specific BI tools or platforms preferred or currently in use?, What the BI support should be provided?; j). 6. Research and Planning - Will this functionality support external research partnerships or internal planning only?, What kind of data export and reporting capabilities are expected?; k). 7. Warehouse Ordering and Inventory - Does this apply to commissary operations, facility maintenance supplies, or both?, Should the system support barcode scanning, stock level alerts, and reordering automation?; l). Prisoner-Related Functionality - 8. Alert System for Hearing Impaired: What form of alerts is envisioned (e.g., visual on-screen alerts, device vibration, strobe lights)?, Should this be integrated with existing emergency alert systems or stand-alone? m). 9. Prisoner and Jurisdiction Time Computation -Are there existing rules/calculations MDOC uses that will need to be automated?; n). 10. Money Deposits - Will this functionality require integration with third-party payment processors or kiosk systems?; o. 11. Electronic Devices - What types of electronic devices are covered?; and p). 12. Vending Machine Card Encoding - Will the Contractor be responsible for card hardware, encoding systems, and integration with vending services?, Is real-time account synchronization between the vending card and prisoner funds required?
a) long-term considerations for optional or phased implementation.

b) There is no priority at this time.

c) Yes, potentially with JMS (MDOC’s COMS) as an example.

d) Either is acceptable, this would depend on services that are bid on and who they are awarded to. Third party integrated models would be considered but would be based on who is awarded and relationships they have with applicable subs and 3rd party providers.

e-p) MDOC has no requirements for these services at this time, please provide any available options for these solutions in your bid response.
