About this file

This document is a Notice of Intent to Award from the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for Request for Quote (RFQ) #25*0502, which involves printing 14,000 copies of the MDOC Employee Handbook. The RFQ was evaluated by Printing Services, with bids received from four vendors: Lawson, Image Printing, Printwell, and O'Keefe. The solicitation focused on printing the handbook with specific evaluation criteria including pricing, turnaround time, and Michigan-based printing experience.

Lawson was recommended as the vendor of record with the lowest bid of $6,368.04 and a 15-working day turnaround time. The evaluation process emphasized selecting the responsible bidder offering the best value to the State of Michigan, with Printing Services retaining the right to award to a higher-bidding vendor if deemed more advantageous. All bidders demonstrated compliance with the specified evaluation criteria, scoring full points for Michigan printing experience, turnaround time, and other qualitative factors. The notice includes contact information for Scott Barclay (print consultant) and Jerry W. M. Monroe (Consulting & Pre-Press Manager) for potential questions or bid protests.
