About this file

This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget Printing Services for Request for Quote #26*0420 regarding the production of smoke-free window clings for the Michigan Department of Health and Human Services. The project requires the production of 1,000 window clings. The evaluation process considered turnaround time, price, whether the work was printed in Michigan, and vendor experience in the prequalification criteria. Three vendors submitted bids for consideration in this procurement.

LABELTAPE was recommended as the award recipient, submitting a bid of $773.00 with a 12-day turnaround time, meeting all evaluation criteria including printing in Michigan and possessing required experience. A competing bid from SHAYLESLIE was submitted at $805.00 with a 9-day turnaround but was not recommended. A third bidder, THE JITNEY, was deemed non-prequalified and therefore ineligible. The evaluation methodology prioritizes best value to the State of Michigan based on the combination of evaluation criteria factors and pricing, with Printing Services reserving the right to award to a higher-priced bidder if superior value is demonstrated through turnaround time or other factors. Protests of the award decision must be submitted electronically through the Vendor Self Service portal within the posted deadline. Brad Schumann serves as the print consultant for this project, and Andrew Hale is available to address questions regarding the outsource process.
