About this file

This document is a Notice of Intent to Award from the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for a Request for Quote (RFQ#: 25*0331) related to the MDHHS Immunization Vaccine Project. The project involves printing 11 different vaccine-related informational documents, with each item ranging from 20,000 to 50,000 copies, including materials about Influenza, Meningococcal, MMRV, RSV, Hepatitis B, Varicella, MMR, Polio, and Tdap vaccines. The documents are to be printed for the Michigan Department of Health and Human Services (MDHHS), with potential vendors evaluated on criteria including pricing, turnaround time, and Michigan printing experience.

The bid was evaluated to determine the best value for the State of Michigan, with Lightning Litho recommended as the winning vendor at a total price of $10,446.89. The bid evaluation considered factors such as printing turnaround time (10-15 working days), Michigan printing experience, and overall value proposition. Three primary bidders were considered: BRD ($10,732.23), Lawson ($10,800.00), and Lightning Litho ($10,446.89), with Lightning Litho offering the most competitive combination of price and service characteristics. The notice explicitly states that the intent to award does not guarantee a final contract, and Printing Services reserves the right to perform the work in-house if desired.

Evaluation Process Award recommendation is made to the responsible bidder who offers the best value to the State of Michigan. Best value is based on the quote providing the best combination of evaluation criteria factors and price. Printing Services, in consultation with the customer, may elect to award to a vendor with a higher bid, if the bid provides a better value based on turnaround time or other criteria.
