About this file

This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget Printing Services for a printing project requested by the Michigan Department of Health and Human Services. The project involves the production of 10,000 saddle stitch booklets (MDHHS CWL PUB 10). Six vendors submitted quotes for the work, with turnaround times ranging from 7 to 14 working days and price hold periods ranging from 10 to 25 years. The recommended vendor for award is BRD, selected based on best value criteria combining evaluation factors and price.

BRD submitted the lowest quote at $3,539.81 with a 10 working day turnaround time and a 15-year price hold. The remaining bids ranged from $3,968.00 (Lawson) to $9,985.00 (Spartan Graphics). All bidders indicated they meet requirements for Michigan printing capability and provided affirmative responses across all evaluation criteria categories. The evaluation process prioritizes responsible bidders offering best value to the state, with Printing Services retaining discretion to award to higher bidders if superior turnaround time or other criteria justify the selection. Protests of the award decision must be submitted electronically through the Vendor Self Service system within the deadline specified on the Notice of Intent to Award.

Recommended Vendor: BRD Evaluation Process Award recommendation is made to the responsible bidder who offers the best value to the State of Michigan. Best value is based on the quote providing the best combination of evaluation criteria factors and price. Printing Services, in consultation with the customer, may elect to award to a vendor with a higher bid, if the bid provides a better value based on turnaround time or other criteria.
