About this file
This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget's Printing Services for Request for Quote (RFQ) #26*0034 regarding the procurement of five hospital flags for the Michigan Department of Health and Human Services (MDHHS) CARO Hospital. The project involves the manufacture and delivery of flags, with evaluation criteria including pricing, turnaround time, ability to print in Michigan, and vendor experience. Brad Schumann, Print Consultant, serves as the primary contact for inquiries regarding this procurement (Phone: 517-636-6143, Email: schumannb@michigan.gov). The notice indicates that vendors have the opportunity to submit protests electronically through the Vendor Self Service portal within the deadline specified on the award notice.
The recommended vendor for award is SHAYLESLIE, which submitted a quote of $546.50 per flag with a 20-week turnaround time, 20-year experience requirement, printed in Michigan capability, and 25-year pricing hold. The evaluation process prioritizes best value to the State of Michigan based on a combination of pricing and non-price evaluation criteria, including turnaround time and other factors. Competing bids were received from AGAS Manufacturing ($257.00, 14-week turnaround, printed in Pennsylvania, 25-year hold) and Blink Marketing ($890.40, 20-week turnaround, printed in Ohio, 25-year hold). The award recommendation acknowledges that Printing Services reserves the right to perform work in-house or award to a higher-priced bidder if it provides superior value. Andrew Hale, Departmental Technician, is available to address questions regarding the outsource process, bidding, protest, and award procedures.
