About this file

This document is a Notice of Intent to Award issued by the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for a Request for Quote (RFQ #26*0030) to produce saddle stitch booklets for the Michigan Department of Health and Human Services (MDHHS). The project requires production of 200,000 English-language, 30,000 Spanish-language, and 15,000 Arabic-language versions of the MDHHS 1171 booklet. PRINTWELL was selected as the recommended vendor based on best value evaluation criteria. The Notice of Intent to Award does not guarantee an actual award, as DTMB Printing Services reserves the right to perform the work in-house. An actual award will be issued after an order is received and the decision is made to proceed with the recommended vendor. Protests of the award decision must be submitted electronically through the Vendor Self Service portal within the deadline specified on the Notice of Intent to Award.

PRINTWELL submitted the lowest bid at $38,166.95 with a 15 working day turnaround time, meeting all evaluation criteria including price hold capability (15 years), Michigan printing location, and 25+ years of relevant experience. Six vendors submitted competing bids ranging from $38,166.95 to $66,218.00, with turnaround times between 7 and 19 working days. The evaluation process prioritizes best value to the State of Michigan based on a combination of evaluation criteria factors and price, with DTMB Printing Services retaining discretion to award to a higher bidder if superior value is demonstrated through turnaround time or other criteria. Brad Schumann serves as the print consultant for this project, and Andrew Hale is the designated contact for inquiries regarding the outsource process, bidding procedures, and protest procedures.
