About this file

This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget's Printing Services for an RFQ (Request for Quote #26*0307) regarding the production of yard signs for the Michigan Department of Education's Summer Program. The project requires the printing of 3,000 total yard signs: 1,500 units at 18x24 inches and 1,500 units at 24x36 inches. The RFQ evaluation has been completed, and LAWSON has been recommended as the awarded vendor based on best value analysis. Interested parties may file protests electronically through the Vendor Self Service portal according to the deadline specified on the Notice of Intent to Award.

Pricing for the 18x24 signs ranged from $5,099.00 (LAWSON) to $12,750.00 (IM BRANDED), while 24x36 signs ranged from $9,482.65 (SPARTAN GRAPHICS) to $24,000.00 (IM BRANDED). LAWSON's total recommended pricing is $10,697.00 for the larger format with a 10-business-day turnaround and holds price for 25 days. The evaluation criteria included pricing, turnaround time, price hold duration, Michigan manufacturing preference, and bidder experience. Seven vendors submitted bids, with VOSS SIGNS noted as a non-prequalified vendor. The award recommendation to LAWSON was based on offering the best combination of evaluation criteria and price, with Printing Services retaining the discretion to award to a higher bidder if superior value is demonstrated through turnaround time or other factors. Contact information for questions or protests is provided through Kristin Bergan, the assigned print consultant.
