About this file

This Invitation for Bid (IFB) MDC 0000000281SL is issued by the Missouri Department of Conservation to solicit qualified suppliers to provide forest inventory services for Weldon Spring Conservation Area, specifically Compartment 4 covering approximately 765 acres. The services require comprehensive forest inventory operations including plot establishment, data collection using electronic recorders, and GPS waypointing of plot centers across 34 distinct forest stands ranging from 6.8 to 52.4 acres each. Suppliers must submit responses by October 26, 2026, at 2:00 PM Central Time via the MissouriBUYS/MOVERS platform or by U.S. mail. A tour of the conservation area is available upon request by contacting Ben Davis at (636) 458-2236 ext. 4857. The contract period runs from the date of award through April 15, 2027, structured as a blanket purchase agreement. The Department will conduct a minimum of two check scale periods during the contract performance to verify data reliability, and the contractor must return all Department-provided equipment, including electronic data recorders, in the same working condition as received.

Pricing is submitted on a firm, fixed-price basis for the entire 765-acre compartment with all costs associated with service delivery included in the stated price. The evaluation method is price-only ranking with sealed responses. A previous contract for similar services exists on Compartment 5 of Weldon Spring, which was inventoried in the prior fiscal year. The solicitation requires compliance with Missouri tax clearance verification, Secretary of State registration, business entity certification, and authorized work documentation prior to contract award. Suppliers are encouraged to identify participation by Organizations for the Blind/Sheltered Workshops, Service-Disabled Veteran Business Enterprises (SDVE), or Honorably Discharged Veteran Business Enterprises (HDVE) to support the Department's goal of awarding three percent of contracts to qualified veteran-owned businesses. All questions regarding the IFB must be submitted at least five business days prior to the bid due date to the buyer of record, Christina Wooten, at Christina.Wooten@mdc.mo.gov.

• A "Vendor No Tax Due" certificate can be obtained by completing and submitting the Request for Tax Clearance, Form 943, to the Missouri Department of Revenue, Division of Taxation & Collection. This form is available at http://dor.mo.gov/forms/943.pdf. Make sure to select the appropriate "Reason for Request' on page 2 of the form.

9 – Cull cavity

* Use the definition of AGS and UGS listed in Even- Aged Silviculture for Upland Central Hardwoods, Agriculture Handbook 355, Benjamin A. Roach and Samuel F.

Gringrich, U.S. Department of Agriculture, 1968

**Cavity pertains to a hollow cavity in a tree large enough to shelter wildlife.

Also referred to as a 'den tree'

3. Record written/electronic field notes for each stand. List any discrepancies between the observed stand features and plot data.

Other items may include priority of treatment, unique features, rare and endangered species, potential uses, and high value tree species. Also, not evidence of past TSI, pre-commercial thinning, harvests, fire, etc.

4. Calculate a site index for each stand.

Record the tree species, height, and age of the tree used to calculate the site index.

Note the location of site index tree on map.

5. Locate plot centers on the topographic map and mark plot center point with enough flagging to be easily seen from a distance.

Each plot center should have a reference placed on the flagging with a waterproof pen. That same number should be placed on the topographic map in the correct location. For example, plots in stand number 10 should be labeled 10-1, 10-2, etc. Plot centers must be waypointed using GPS and data files submitted.

6. All plot measurements should begin at magnetic North and worked in a clockwise direction. Flagging must be hung as described herein.

7. All borderline trees must be measured using limiting distance tables to determine if they fall in or out of the plot.

b. The contractor shall compile and provide copies of the following output information to the Department in an electronic format.

i. Complete copies of all stand information data, including field notes

• Immature AGS basal area

• Immature UGS basal area

2. Pole-size (6.0" to 10.9" DBH) basal area, including:

• AGS basal area

• UGS basal area

3. Small tree size (1.6" to 5.9" DBH) basal area, including:

• AGS basal area

• UGS basal area

4. Cull tree basal area per acre

5. Total basal area per acre

6. Total AGS basal area per acre

7. Total number of trees per acre

8. Required AGS basal area per acre as defined by Even-Aged Silviculture for Upland Central Hardwoods, Agriculture Handbook 355, Benjamin A. Roach and Samuel F. Gingrich, S.S. Department of Agriculture, 1968 for:

• B level

• C level

9. Number of trees per acre at B level 10.

Merchantable sawlog volume per acre in thousands of board feet (MBF)

Note: A computer-generated summary resulting from data collected electronically is required.

c. The contractor must record the following in the data recorded for each stand:

i. Aspect in degrees, slope in percent, land form from code sheet, site index species from a dominant or co-dominant tree (preferably from the red oak group), site index age, site index height, number of rings in the outer inch, year of origin, largest diameter tree (LDT), the Land Type Association (LTA) and Ecological Land Type (ELT) codes, and present size class codes for the main stand of trees from the code lists provided.

ii. A management prescription that is based on the inventory data and the contractor's professional judgment.

iii. A rating of the potential for regeneration harvest, timber stand improvement (TSI), old growth, and access for harvest, a disturbance index, and type of disturbance by using the code list provided.

iv. Natural features including, but not limited to, glades, bluffs, fens, wetlands, springs, sinkholes, etc.

v. Detailed inventory notes and field observations shall be written for each stand describing in further detail above. Field notes shall be digitally recorded and submitted with final data package in Word, PDF, or other suitable format.

4. Quality Control

a. Inspection Procedure

i. Stand examination work will be accepted on the basis of a formal inspection by the Department Forester.

iii. When repetitive, significant errors and/or omissions are encountered that influence the data in a way that stand prescriptions and site index are not supported by the data, the contractor or contractor's personnel shall accompany the Department Forester during the inspection of selected completed stands to help resolve any questions or problems which exist.

5. Accuracy Standards:

a. The following standards and tolerances are established for accepting the recorded data. Where plot data is found to contain errors and/or omissions that influence stand prescriptions, the contractor shall re-measure the plots in each stand found to be in error at no additional cost to the Department.

i. Plot Data Entry – All applicable fields in the data collector must be completed as described. Failure to complete required columns will constitute an error.

ii. Stand Data Entry – All applicable fields in the data collector must be completed. Failure to complete required fields described in this section will constitute an error.

iii. Flagging and Plot Centers – Plot centers not properly located on the stand map, not flagged, or not found will be treated as a missed plot. Missed plots will constitute an error.

iv. Technical Accuracy Standards – Omissions or errors in tree and plot data that cause tree, stand, and/or compartment calculations to be incorrect will constitute an error and require the contractor to re-measure the plots on the identified stands at no additional cost to the Department.

b. The inventory must meet accuracy standards which will be periodically inspected by the Department's representative or his/her designee. Accuracy must be within ten percent (10%) for all measurements taken.
