Q&A for REQUEST FOR INFORMATION
MDA22DERFI01
Missile Defense Agency (MDA) Directorate of Engineering Threat Systems Engineering – Threat Products (TSE-TP)
| Q# | Class | Question | New Response |
| 1 | U | How should we interpret Parametric Threat Space (PTS)? | The MDA Parametric Threat Space (PTS) is an addendum to the Adversary Data Package (ADP). The PTS is comprised of key threat system parameters used in Missile Defense System (MDS) design, test, and performance assessment. The PTS provides the methodology used to define parametric bounds (minimums and maximums), bounding cases, and includes plots for trajectory, radio frequency (RF) signatures, infrared (IR) hardbody signatures, IR plume signatures, debris, countermeasures, and lethality. |
| 2 | U | Is it parameterizing trajectory inputs (e.g., launch azimuths, apogee altitudes, shaping parameters) to capture volume of space that a threat system trajectory could exist within? | Parameterizing trajectory inputs to capture a threat volume is one aspect contained within the PTS, but it does not define the full PTS. The PTS provides the methodology used to define parametric bounds (minimums and maximums), bounding cases, and includes plots for trajectory, radio frequency (RF) signatures, infrared (IR) hardbody signatures, IR plume signatures, debris, countermeasures, and lethality. |
| 3 | U | Is it parameterizing threat system model inputs (e.g., mass properties, thrust properties) to account for intelligence uncertainties? | Parameterizing threat system model inputs to account for intelligence uncertainties is an aspect contained within the PTS, but it does not define the full PTS. The PTS provides the methodology used to define parametric bounds (minimums and maximums), bounding cases, and includes plots for trajectory, radio frequency (RF) signatures, infrared (IR) hardbody signatures, IR plume signatures, debris, countermeasures, and lethality. |
| 4 | U | Is this parameterizing signature characteristics? | Parameterizing signature characteristics is an aspect captured within the PTS, but it does not define the full PTS. The PTS provides the methodology used to define parametric bounds (minimums and maximums), bounding cases, and includes plots for trajectory, radio frequency (RF) signatures, infrared (IR) hardbody signatures, IR plume signatures, debris, countermeasures, and lethality. |
| 5 | U | Can the Government provide more information on the Use Case that is of most interest with respect to Parametric Threat Space (PTS)? | The PTS Use Cases include Missile Defense System (MDS) design, test, and performance assessment. The PTS provides the methodology used to define parametric bounds (minimums and maximums), bounding cases, and includes plots for trajectory, radio frequency (RF) signatures, infrared (IR) hardbody signatures, IR plume signatures, debris, countermeasures, and lethality. |
| 6 | U | For example, does this pertain more to Developmental Threats vs Production Threats? | The PTS Use Cases include Missile Defense System (MDS) design, test, and performance assessment. The PTS provides the methodology used to define parametric bounds (minimums and maximums), bounding cases, and includes plots for trajectory, radio frequency (RF) signatures, infrared (IR) hardbody signatures, IR plume signatures, debris, countermeasures, and lethality. Developmental, Engineering, and Production threats are included in the PTS. |
| 7 | U | Could the government please clarify whether they are requesting a ROM only for the cost of any proposed technology development efforts and their associated final unit acquisition cost, or whether the Government is actually looking for a ROM cost estimate that includes any proposed technology development efforts as well as the total ROM cost for all services and support required to satisfy the “Descriptions of Requirements” as listed in paragraph 5? | To clarify the need for a ROM: If an industry partner is working with a standard technical application or standard process, the ROM is not required. However, if an industry partner has developed a new innovative technology or cutting edge developments such as new tools that generate threats or new processes (as it relates to “Descriptions of Requirements” as listed in paragraph 5) a ROM is required. The Government would need transparency in the overall acquisition lifecycle cost for the new development or process. |
| 8 | U | Our interpretation is that this ROM Cost request is for any tool or process development which must be performed in order to execute this scope, i.e. NRE. Is that correct? | Correct. A ROM is required on any newly developed, emerging technology or process for requirements listed in paragraph 5. |
| 9 | U | In other words, if we do not need to do any technology development to execute model production, then this ROM Cost request does not apply? | Correct. |
If this is an established standard technical application or standard process for Threat generation then NO ROM is required.
| 10 | U | If it does apply, then what is it we are producing a ROM Cost for, exactly. | For the purposes of formulating planning estimates. |
| 11 | U | Is there a desire for industry to suggest new tools or processes in this RFI? And, if so, what requirements are driving that within the RFI or that the government can now provide? | MDA is always seeking new and cutting -edge technologies throughout the MDA portfolio. |
| 12 | U | The purpose of my email is to request a brief telephone introduction call to provide you with an overview of our mission capabilities | Please submit your mission and capabilities in a white paper in response to this RFI by March 16, 2022 |
| 13 | U | Would this work be considered an organizational conflict of interest for current support contractors on the TEAMS. Predictive BMDS Engineering and/or the upcoming TEAMS Next Specialized Engineering contracts? | This is a Request for Information (RFI) and not a Request for Proposal (RFP) or a solicitation. An Organizational Conflict of Interest (OCI) cannot be determined during the RFI process. As an RFI is just a request for information. If a RFP or a solicitation is issued, it will contain instructions concerning the Contractor’s responsibility and requirements for potential OCIs. |
| 14 | U | Would you be able to confirm if this is an entirely new effort or if there is an incumbent currently providing these services? | This requirement has been previously fulfilled through Other Government Agency (OGA) Contracts. |
| 15 | U | Is the MDA22DERF101 RFI interested in SAM threats? Or are you interested in the larger ballistic missiles? | Please refer to Section 5. Description of Requirements outlined in the RFI for white paper submission requirements. |
| 16 | U | What is the intent of the government’s proposed “technology development” ROM? Is it for necessary investments to enable a fundamental capability? | The rapid changes in technology and process requirement prompts MDA to actively seek and review new and innovated ways to perform functions faster and more efficiently for every requirement. |
| 17 | U | Or for advancements to current tools and processes that could lower costs and accelerate schedules? | Advancement in technologies normally yield efficiencies in cost, schedule and performance. |
| 18 | U | Where will the government technical leads for this effort be geographically located? | Location of the technical lead is not relevant for white paper submissions for this RFI. |
| 19 | U | Would like further clarification from the Government regarding the scope and period of performance (base plus options) for the ROM, in order to respond to the subject RFI. | For the purposes of this RFI, the Base year would be for 3 years with two 1 year -options |
