MDA Low-Cost Interceptor, Solicitation No. HQ0860-25-S-C003 Attachment 3 White Paper Submission Requirements
White papers submitted under this solicitation must adhere to the following requirements or they may be considered ineligible for award.
A. White Paper Submission
Unclassified white papers should be submitted via email to mda.mbx.lci-wp@mail.mil.
The subject line of the email submission must read “HQ0860-25-S-C003, Prime Offeror Name, LCI WP.” The white paper must be submitted in Microsoft Word or Adobe PDF format and included as an attachment to the email. The email size limit is 10MB.
For Controlled Unclassified Information (CUI) white papers, email mda.mbx.lci-wp@mail.mil to request a DoD SAFE link for submission. The white paper must be submitted electronically in Microsoft Word or Adobe PDF format.
For Secret white papers, email mda.mbx.lci-wp@mail.mil requesting instructions for submission. All Secret white papers must contain an Unclassified Title Page. Secret white papers may be delivered via SIPR, courier, or mail. If delivered by courier or mail, only hard-copy documents will be accepted (no removable media -- CDs, DVDs, hard-drives, USBs, etc.).
DO NOT SEND compressed (zipped) files and/or password-protected files.
B. White Paper Content
White papers should detail the technical approach, design and prototyping capabilities, test plans, schedule, and rough order of magnitude (ROM) cost to complete both phases of the Low-Cost Interceptor (LCI) development. Offerors should describe the design concepts to be considered with the expected approximate system performance and unit costs.
White papers must include the following:
1. Title Page
2. Executive Summary
3. Program Description
4. Program Plan and Milestone Chart
5. Description of Relevant Prior Work
6. Rough Order of Magnitude (Attachment 3b)
The Executive Summary and Program Description are limited to 10 pages. The white paper should be letter size (8.5 x 11 inches), have one-inch margins on all sides, and use a 12-point font. Any pages beyond these limitations will not be evaluated. The white paper should address the entire proposed period of performance, including all phases.

C. White Paper Guidelines
1. Title Page (not included in page count):

Markings Offerors are responsible for marking proprietary information with the proper disclosures, along with any required security markings.
Offerors may refer to the CUI Marking Trifold for MDA Industry Partners (provided as Attachment 3a) for guidance on marking Controlled Unclassified Information (CUI).

2. Executive Summary (included in page count): Summarize the proposed objectives and plans to develop a LCI which leverages innovative approaches and performance trades to reduce cost and schedule while providing substantial benefits to the Missile Defense System. Include

Approved for public release 25-MDA-12187 (25 Aug 25) the characteristics of the system to be developed and the expected maturity at the end of each phase.
3. Program Description (included in page count): Describe the techniques, methods, materials, and technologies that will be utilized in the development and testing of the LCI design.
Discuss the demonstrated capabilities and maturity of the critical technologies and subsystems to be leveraged and how they will be integrated into a complete all up round (AUR). Describe the work to be completed in each phase and the expected maturity of the design at each milestone.
Describe the approach to be taken with the open system architecture and what will be required to integrate the AUR into existing missile defense systems. Describe key milestones and data deliverables for each that will support mission performance analysis and follow on acquisition decisions. Describe the major test elements and schedule required to support LCI development.
Demonstrate the capability to complete all objectives according to the required schedule.
Describe the facilities that will be used and the approach to safeguard and execute the tasks described, including the ability to protect controlled unclassified information (CUI) and classified data, as applicable to the development. The effort shall be segmented into logical tasks and be clearly severable between phases.
Identify the type of support, if any, the offeror requests of the Government, such as facilities, equipment, demonstration sites, test ranges, software, personnel, or materials. Offerors should indicate any Government coordination that may be required for obtaining equipment or facilities necessary to perform any simulations or exercises that would demonstrate the proposed capability.
4. Program Plan and Milestone Chart (not included in page count): Describe, in detail, the management plan, technical objectives, and how the proposed project will be executed.
Milestones should indicate when specific objectives are expected to be met in the overall schedule of the program and should identify the specific accomplishments necessary to proceed on to the next task. Describe, in detail, the critical path of activities for the entire project.
Identify areas of risk and scientific uncertainties and describe resolution or mitigation approaches.
5. Description of Relevant Prior Work (not included in page count): Include a list of both in-house efforts funded by internal research funds and contracts or agreements funded by others.
For each such effort, provide a list that includes the title of effort, contract/agreement number, funding organization (customer), and a brief summary of results. Identify and provide Program Manager (PM), Principal Investigator (PI), and key personnel team members’ resumes, highlighting relevant education and experience related to the proposed effort.
6. Rough Order of Magnitude (ROM) (not included in page count): Furnish Tables 1-3 (provided as Attachment 3b) with the white paper submission for the entire period of performance, including a breakout by task and phase. Provide an estimate for future (after Phase II is complete) AUR costs, both in limited and full-rate production.
