About this file
This sources sought synopsis requests information from contractors regarding their ability to meet the United States Air Force's requirement for production and fielding of C-130H Avionics Modernization Program Increment 2 kits. Respondents are asked to provide details of relevant experience producing aircraft modification kits, facilities and equipment, personnel, and schedule adherence. The Air Force requires production of kits in lots from June 2024 through September 2028. Responses should include a capability overview, responses to survey questions, and any additional supporting information, limited to 16 pages. The Air Force will use responses to inform a decision on awarding a new contract for AMP Increment 2 production and fielding, as the current contract was intended for development and not full production.

GENERAL INFORMATION:
Document Type: Sources Sought Synopsis Posted Date: 06 March 2024 Classification Code: 1680 – Miscellaneous Aircraft Assemblies and Components
PURPOSE:
The purpose of this sources sought synopsis (SSS) is to solicit feedback from the marketplace on specific companies’ ability to meet the United States Air Force’s (USAF’s) requirement for C-130H Avionics Modernization Program Increment 2 (AMP Inc 2) kit production and fielding. Contract number FA8625-19-C-9000 was awarded in 2019 and was intended to satisfy the USAF’s C-130H AMP Inc 2 requirement in its entirety, including development, production, installation, and all necessary support to field the modified aircraft. However, delayed development resulted in a changed production landscape. As a result, it may be necessary for the USAF to either award a new contract for AMP Inc 2 production/fielding. The responses to this SSS will aid the USAF in that decision-making process.
This SSS is a request for information (RFI) and does not constitute a Request for Proposals (RFP). Any responses are submitted voluntarily, and the USAF will not reimburse respondents for any costs incurred in preparation of the responses.
CONTRACTING OFFICE:
Department of the Air Force
AFLCMC/WLNK, C-130
2590 Loop Rd West, Bldg 558

DESCRIPTION:
The United States Air Force (USAF) has a requirement to modify the C-130H fleet by fielding Avionics Modernization Program Increment II (AMP Inc 2) kits, and to modify a limited number of C-130H Trainers to reflect the AMP Inc 2 configuration. The USAF's requirement includes production and installation of AMP Inc 2 kits, and all support necessary to field the modified aircraft, such as Systems Engineering/Program Management (SE/PM), testing modified aircraft, interim contract support for fielded aircraft, etc. At a high level, the kits will accomplish the following:
· Modernize the C-130H cockpit (analog to digital)
· Improve navigational performance
· Address obsolescence issues with the C-130H fleet
· Improve capabilities to interface with the new International Civil Aviation Organization (ICAO), FAA, and CAA traffic management architectures
· Provide access to full spectrum of airspace where GPS-enhanced navigation accuracy is required
· Implement Mobile User Objective System (MUOS)/SATURN capability (ARC-210 Gen 6) Development of the AMP Inc 2 kit is ongoing, but the supporting technical data package (TDP) is largely complete. Upon email request to michael.benincasa@us.af.mil, the TDP will be provided to vendors that are currently eligible for contract awards from the federal Government, and that have active SAM.gov registrations. The TDP describes the characteristics of the AMP Inc 2 kit.
Upon email request to michael.benincasa@us.af.mil, the Statement of Work (SOW) for the existing AMP Inc 2 Development/Production Contract, FA8625-19-C-9000, will also be provided to vendors that are currently eligible for contract awards from the federal Government, and that have active SAM.gov registrations. The SOW includes a description of the support requirements the USAF believes are necessary to field the C-130H aircraft modified with AMP Inc 2, a description of production activities, and a description of development activities – the portions of the SOW related to development are available for context/background only, with the intent of aiding understanding of AMP Inc 2, however, “development" is NOT a part of the Government’s AMP Inc 2 Production requirement that is the subject of this SSS.
A key component of the USAF’s requirement is adherence to the following production schedule:
Lot 1: max of ~20 aircraft starting in Jun 25 and completing in Oct 26 Lot 2: max of ~30 aircraft starting in Jul 26 and completing in Aug 27 Lot 3: max of ~27 aircraft starting in May 27 and completing in Jul 28 Lot 4: max of ~6 aircraft starting in Apr 28 and completing in Sep 28 Due to uncertainties related to the future status of the C-130H fleet, the USAF requires flexibility in how many AMP Inc 2 kits are procured/installed/fielded. This might be accomplished by including “quantity bands” for each lot, specifying variable per unit pricing based on the quantity of kits needed at that time.
