GENERAL INFORMATION: Contract Opportunity Type - Special Notice
Industry Day Announcement for the Mission Command Training Program (MCTP) presented by Mission and Installation Contracting Command (MICC) - Fort Eustis
DESCRIPTION: MCTP and MICC-Fort Eustis will be hosting an on-post Industry Day from 12-13 October 2022 at Fort Leavenworth, Kansas (FLKS). The purpose is to provide Industry representatives a chance to address planning and procurement questions to the Contracting and Requiring Activities in advance of the expected Request for Proposal (RFP) for the procurement of training services for the MCTP.
THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is an opportunity for interested potential Offerors to learn about and discuss the future RFP.
Results from the event will support market research and may support continued refinement of the acquisition strategy. The Army will not assume liability for costs incurred by any attendees, including but not limited to travel expenses or marketing efforts.
The Government anticipates awarding an unrestricted single award Cost Plus Fixed Fee (CPFF) type contract with cost CLINS for MCTP Training Services, Travel, Shipping, and Relocation Expenses. The period of performance is a 90-day phase-in, 3-month base year and seven (7) one-year option periods. The estimated value of the contract award is $660M. The North American Industry Classification System (NAICS) code is 541519 with a size standard of $30 million.

How to Prepare:
a. Please consider sharing any reasonable alternatives for organizing, competing and administering the follow-on MCTP contract that might increase competition.
b. Please prepare comments/suggestions on the PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry.
c. The Government seeks all suggestions regarding approaches to accomplishing the PWS tasks that might save money, increase efficiencies, or improve performance (recognizing that accomplishment of the MCTP mission is limited by various circumstances outside the organization’s control.)

GENERAL REGISTRATION INSTRUCTIONS:
For those who are interested in attending this event, please register no later than (NLT) 1000 CDT on 4 OCTOBER 2022. To register, send an email that contains: (1) the name of the company; (2) a subject line clearly marked ‘General Registration for MCTP Industry Day’; (3) full names, email addresses, and telephone numbers of the attending personnel to:

The Government will be providing a MCTP Overview Briefing beginning at 0900 CDT on Wednesday, 12 October 2022 at the McHugh Training Center. After the briefing and lunchtime, at around 1300 CDT, the Government will conduct one-on-one Subject Matter Expert (SME) Discussions with attending parties to obtain input and industry recommendations as well as answer questions based on the PWS. Sit-downs will be no longer than 60 minutes per attendee and may be as short as 30 minutes per attendee, depending on the number of pre-registered contractors. These meetings will occur in assigned locations throughout the McHugh Training Center. One-on-one sessions will continue on Thursday, 13 October 2022, beginning at 0800 CDT. All industry attendees will depart FLKS NLT 1300 CDT on 13 October 2022.
**SEPARATE REGISTRATION FOR ONE-ON-ONE SESSIONS:
Contractors interested in one-on-one sessions MUST pre-register (separately from general registration instructions provided above) by emailing Edward W. Wojtan, Contract Specialist, at edward.w.wojtan2.civ@army.mil no later than 1000 CDT on 4 October 2022. Interested parties that do not pre-register will NOT be assigned a one-on-one session time slot. Due to the limited space and nature of the event, the Government recommends contractors limit number of attendees to the fewest necessary to represent company interests. Any questions must be submitted via email to Edward W. Wojtan at edward.w.wojtan2.civ@army.mil no later than 1000 CDT on 4 OCTOBER 2022. All email subject lines should be clearly marked either (1) ‘One-on- One Session Registration for MCTP Industry Day’ or (2) 'Question(s) for MCTP Industry Day.'
DETAILED SECURITY INFORMATION FOR 12-13 OCTOBER 2022:
Attendees MUST have a current Security Clearance to attend the Industry Day.
Interested parties MUST send a Defense Information System for Security (DISS) request at least one (1) week prior to the Industry Day.
The MCTP Security Management Office (SMO) Code is W4YVAA.

FUTURE INFORMATION REGARDING THE MCTP PROCUREMENT:
(1) EXERCISE VISIT: Mark your calendars for 2-3 November 2022 for an Industry Visit to view the Warfighter Exercise (WFX) 23-2 at Fort Stewart, Georgia. An announcement regarding this event and how to pre-register your company’s attendees will be posted to SAM.gov in the next few weeks.
(2) SOLICITATION: The DRAFT RFP is anticipated to be released spring 2023 and will be posted on SAM.gov. The closing date for submissions of proposals will be contained in the solicitation.
