Question/Answer
1. Will you accept any manufacturing origin except from the ones under sanctions?
a. This requirement does not fall under Buy American, and therefore any manufacturing origin is acceptable (barring those under sanctions) as long as the offering vendor is a US Small Business, per FAR Part 6.203.
2. Do you need Outboard Motors Quantity: 3 for the first year and another 3 for the optional?
a. Yes.
3. Is this vessel to be open bow as specs call for a generator to power and AC unit?
a. Yes, open bow with a central console, equipped with a generator for AC in the berthing space.
4. Can only U.S. companies that meet the definition for a boat building small business can reply to the RFQ?
a. Yes. This requirement is Set Aside for US. Small Business Concerns per FAR
Part 6.203.
5. In Appendix A, what is the “Strut” referring to? Is it the height or depth of fiberglass hull and deck?
a. Distance between the bottom of the hull and the highest part of it.
6. In Appendix A, line 6, line 7, and line 8 does this mean that the seat back is reclining/tilting or seat is adjustable?
a. The required Anti-Shock seats must support high speed tactical maneuvers regardless of sea state. The coxswain’s seat should be able to be adapted as a stand up support structure to ensure the coxswain’s stability while at the helm --they are not reclining seats.
7. In Appendix A, line 9 “Stabilizers Kit”- Does this mean trim tabs or fin stabilizers or gyro stabilizers?
a. This is the trim tabs stabilizers.
8. In Appendix A, line 11 is “FRP Well” an outboard motor splash-well?
a. This is the Splash well in fiberglass.
9. In Appendix A, line 12 is “Transom Protective Cover” an FRP cowling or cover over the three outboards?
a. It is an additional fiberglass piece that protects the transom of the three engines.
10. In Appendix A, line 18, does “Steering Bowhead” mean helm unit?
a. This is the hydraulic steering system helm that is installed in the console.
11. In Appendix A, line 20, does “4-1/2 Bellows” mean control cable tube and transom boots?
a. Yes, cable grommet of 4 ½” diameters. They are installed in the splash well to pass the control cables.
12. In Appendix A, line 25, “Dry Deck Lateral Drains” are these deck scuppers?
a. Yes, deck scuppers.
13. In Appendix A, line 26, “Threaded Bronze Lid” is this a transom bilge drain plug?
a. Yes, transom bilge drain plug.
14. In Appendix A, line 29 “Console Shutter”, is this a console cover or console door?
a. Console door for the cabin.
15. In Appendix A, line 38, “Tow Drawbar” is this a transom towing bitt or post?
a. Stern towing post.
16. In Appendix A, line 40 “Double Fenders” is this permanently mounted rub-rail, double thickness or double width?
a. It is bracket for 2 fenders.
17. In Appendix A, line 42 “Kit Anchor Mooring, 1/2 Rope”. Is 150 feet of anchor rope a suitable length? And six- 25 foot ½” mooring lines, in addition?
a. Yes, 150 ft. of anchor rope, and 6 mooring lines of 25 Ft.
18. In Appendix A, line 44 “Black Fender with Reinforced Tips” are these mooring fenders, are four of them sufficient?
a. Yes, 4 mooring fenders.
19. In Appendix A, line 45 “Kit Black LED Search Lights 4 x” means four each Black LED
Search Lights?
a. There are 4 led (standard LED) search lights, with their black housing.
20. In Appendix A, line 48, what is “Positive Buoyancy System?” Do you want flotation foam in the hull? How much?
a. Yes, enough for a permanent buoyancy regardless of any potential hull damage.
21. Is this requirement for Eduardono Boats?
a. This requirement is being solicited Brand Name or Equal per FAR Part 52.211-6
Brand Name or Equal. Any equivalent boat/motor will be considered as long as the technical requirements meet or exceed the salient characteristics as defined in
Appendix A & B in the Statement of Work.
22. Appendix C specifies that vendors must be registered to be business in Costa Rica and have an in-country affiliation. Is this a requirement?
a. This requirement has been removed from the solicitation and is no longer required. Please see Appendix C in the updated Statement of Work.
23. Where will final inspection and acceptance take place?
a. Place of final inspection and acceptance will be as listed in Appendix C in the
Statement of Work. See updated address and additional information.
