About this file
This is a Sole Source Justification for a federal Task Order issued by the National Nuclear Security Administration (NNSA), Office of Warhead Assembly and Non-Nuclear Modernization. NNSA intends to award a one-year firm-fixed-price Task Order valued at $5,525,000 to McKinsey & Company, Inc. under the General Services Administration (GSA) Multiple Award Schedule (MAS) contract 47QRAA22D00E3. The period of performance runs from September 2026 through September 2027, with deliverables required by March 2027.
The Task Order requires an integrated professional advisory and analytical assessment encompassing future mission demand, current and planned production capability and capacity, manufacturing throughput constraints, workforce and supply-chain risks, modernization alignment, make/buy alternatives, and the sequencing, resources, and governance needed to close priority gaps. McKinsey was selected as the sole source based on GSAM 538.7104-3(b)(1)(ii) authority, citing unique and highly specialized capabilities. Key government minimum requirements include: integrated cross-functional analysis rather than stand-alone consulting; demonstrated ability to perform comparable complex manufacturing and national-security portfolio analysis using traceable, reproducible methodologies; DOE/NNSA facility and classified information access authorization; ability to mobilize the team by September 2026 and deliver decision products by March 2027; and provision of government-usable models and documentation for NNSA to reproduce and update after contract completion. McKinsey's qualification is supported by prior relevant performance on related NNSA projects, proprietary analytical modeling tools, and current employment of personnel with active security clearances eligible for required access.

SOLE SOURCE JUSTIFICATION
NATIONAL NUCLEAR SECURITY ADMINISTRATION
FUTURE CAPABILITY AND CAPACITY ASSESSMENT
Task Order 47QRAA22D00E3/89233126FNA400818
August 26, 2026
I. AGENCY IDENTITY AND CONTRACTING ACTIVITY
This acquisition is in support of the Department of Energy, National Nuclear Security Administration (DOE/NNSA), Office of Warhead Assembly and Non-Nuclear Modernization (NA-193). The contracting activity is the NNSA Mission Support Acquisition Branch.
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
NNSA intends to place a sole-source, firm-fixed-price Task Order with McKinsey & Company, Inc. (“McKinsey”) under General Services Administration (GSA) Multiple Award Schedule (MAS) contract 47QRAA22D00E3. McKinsey's GSA Schedule record includes SIN 541611 (Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services) and SIN 541990 (All Other Professional, Scientific, and Technical Services (Non-IT)). The Order period of performance will be a one-year base period from September 2026 through September 2027.
III. DESCRIPTION OF SUPPLIES AND/OR SERVICES
NNSA requires an integrated professional advisory and analytical assessment of mission demand; current and planned production capability and capacity; manufacturing throughput constraints; workforce and supply-chain risks; alignment; make/buy alternatives; and the sequencing, resources, and governance needed to close priority gaps. Required outputs include
The total estimated value of this action is $5,525,000.00.
IV. SOLE SOURCE AUTHORITY AND RATIONALE
The authority permitting sole source justifications, found in the Revolutionary FAR Overhaul (RFO), is Subpart 538.71, Federal Supply Schedule Ordering Procedures, and General Services Acquisition Manual (GSAM) 538.7104-3(b)(1)(ii) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.
The specific government minimum requirements are:
1. Integrated analysis spanning future mission demand, production-capacity/throughput, workforce, supplier/industrial-base constraints, modernization alignment, make/buy alternatives, and implementation sequencing rather than a stand-alone management-consulting workstream.
2. Demonstrated ability to perform comparable complex manufacturing and national-security portfolio analysis using a traceable, reproducible analytical approach suitable for senior NNSA decision-making.
3. Ability to perform with the DOE/NNSA facility and personnel access authorizations established by the cognizant security office, including access to classified operational and production information as required.
4. Ability to mobilize the required team in September 2026 and deliver the decision products by March 2027 to align with production timelines and NA-193 modernization program milestones.
5. Ability to provide Government-usable models and documentation sufficient for NNSA to reproduce and update material outputs after the order.
McKinsey possesses relevant experience in demand/production modeling, complex manufacturing assessments, and national-security portfolio analyses which are critical components of this requirement. In 2023-2024, McKinsey performed a comprehensive analysis of current challenges in , this analysis informed potential actions could take to close gaps. The analysis was supported by senior leaders and approximately organizations in Government and industry, highlighting McKinsey’s capability to perform similar analyses at the . In 2023, McKinsey also performed another contract for applying commercial models to The contract involved teeing up key resources, aiding with portfolio management decisions, developing a framework for how to model interdependencies, and analyzing specific acquisition decisions for future state planning. The requirements of the contracts are essentially similar to what is required of the study.
McKinsey has supported the NNSA enterprise across multiple project phases, for example, the development and implementation of a

. CPARS information for that effort reflects and ratings and indicates performance involving the application of commercial models to operational imperatives. That work is relevant to the requirement because the contemplated effort similarly requires application of commercial analytical methodologies to complex Government operational and strategic challenges. McKinsey also performed for in 2024 focused on strategic alignment. Available performance information for that effort reflects predominantly ratings, with one rating. The effort is relevant because it involved supporting senior leadership in developing and aligning on strategic paths forward, an element also present in the requirement.

. This existing cleared personnel base is relevant to McKinsey’s ability to mobilize personnel capable of obtaining the access necessary for performance, especially considering the short-term nature of the requirement.
