About this file
This is an Addendum I to an Invitation for Bid issued by Cadillac Area Public Schools for asbestos abatement, hazardous/regulated material abatement, building demolition, and site restoration at the former McKinley Elementary School located at 601 E. North Street, Cadillac, Michigan 49601. The addendum, dated October 21, 2020, identifies significant changes to the original scope of work issued on September 30, 2020, including the discovery of additional asbestos-containing materials requiring abatement prior to demolition. Key additions include exterior windows behind metal panels on all three wings of the building (Material/HA #53), and Category II non-friable asbestos caulking on metal window frames and brick facades of the north and south wings (Materials/HA #s 50, 51, 55, and 56). The scope was revised to allow building footings to remain if they are six inches below grade, with all other structural materials removed to permit proper grading and topsoil application. The ideal project schedule calls for work to commence in fall/winter 2020 and be completed no later than spring 2021. Contractors may bid on individual tasks or the entire project, and the lowest bid is only one factor in award consideration. A bid bond requirement of five percent of the bid amount is mandated.
The bid form requests lump sum pricing for three project components: asbestos abatement, hazardous/regulated material abatement, and building demolition and site restoration. Contractors bidding on asbestos abatement must also provide unit rate pricing for additional quantities of thermal system insulation, mud fittings, and duct dampener cloth not identified in the original scope. Twenty-six contractors are listed on the planholders list, indicating broad market interest in the project. The project is funded through the Cadillac Area Public Schools General Fund. The addendum includes detailed asbestos material abatement lists with quantities measured in square feet and linear feet, a building material report identifying materials tested and their asbestos content percentages, supplemental photo documentation, and laboratory analytical reports. All bids are valid for six months from submission.

ADDENDUM I - ATTACHMENT B:
CONTRACTOR QUESTIONS AND ANSWERS
Subject Property: Former McKinley Elementary School 601 E. North Street, Cadillac, Michigan 49601 Triterra Project No. 20-2465
The following is a list of Contractor questions and answers associated with the McKinley Elementary Invitation for Bid for the subject property mentioned above. The questions/answers are in no particular order.
1. Q: What is the schedule for the work?
A: The schedule for work is to be determined between the selected Contractor(s) and Cadillac Public Schools. Ideally, Cadillac Public Schools would prefer work to start this fall/winter (2020) and finish up no later than the spring of 2021.
2. Q: Which windows have asbestos-containing materials which will require abatement prior to demolition?
A: All windows which are located behind metal panels, except for the gym, will require removal prior to demolition. Asbestos-containing glue (black) was identified on the glass windows which have adhered foam insulation panels. Additionally, Category II non-friable asbestos caulk was identified on the base of the metal window frames, between the framing itself as well as between the metal frame and the brick façade, for the north and south wings of the building. This caulk may potentially be made friable during demolition activities, and thus shall be abated prior to demolition. Additional information on windows/caulk requiring abatement prior to demolition is provided in the table “Addendum I Asbestos Material Abatement List.”
3. Q: Have the exterior block walls been checked for vermiculite insulation?
A: Yes, the exterior walls of each wing and the gymnasium have been checked for vermiculite insulation. No vermiculite was identified inside the walls.
4. Q: What does the roof decking material consist of for the three wings of the school and the gymnasium?
A: The roof deck material is metal for all three wings of the school and the gymnasium.
49601 October 21, 2020
5. Q: What is behind the drywall panels along the upper wall on the west side of the gymnasium?
A: There are windows behind the drywall panels, similar to those on the north and south wings of the building. The adhesive holding the foam insulation panels to the windows of the gymnasium tested negative for asbestos.
6. Q: Will caulking need to be scraped off the block between the transom and walls?
A: The caulking identified in the table “Addendum I Asbestos Material Abatement List” shall be scraped off the block walls/building facade prior to demolition. Removal of the windows to address Material/HA #53 will result in the coincidental removal of much of the Category II non-friable asbestos caulking identified for this project.
7. Q: Has the glue behind the chalkboards been tested for asbestos?
A: Yes, the chalkboard glue has been tested and was determined to be a non-asbestos material.
8. Q: Which doors need to be abated as asbestos-containing materials?
A: The asbestos-containing doors have all been marked with green spray paint with the letters “ACM.” Additionally, the locations for the asbestos-containing doors are included in the table “Addendum I Asbestos Material Abatement List.”
9. Q: Are the paved areas (parking lot, sidewalks, driveways) part of the scope for demolition?
A: No, the paved areas are to remain and are not included in the scope of work.
10. Q: Do the footers of the building need to be removed?
A: Footings may remain if they are 6-inches below grade. All other building materials are to be removed, including foundation walls, slab floors, etc. such that the top 6-inches of the building’s footprint may be graded appropriately with topsoil.
11. Q: Will a planholders list be included in the addendum?
A: Yes, a planholders list has been included in Addendum I.
12. Q: Will direction for window removal/abatement be provided?
49601 October 21, 2020
A: Windows with asbestos glue, as well as Category I and Category II non-friable caulking/glazing, identified in the table “Addendum I Asbestos Material Abatement List” will require abatement prior to building demolition. Abatement shall be performed in accordance with all applicable federal, state, and local laws concerning asbestos abatement as discussed in the abatement specifications for this project.
13. Q: Are their tunnels inside the building, and if so, are they above or below grade?
A: There are no tunnels associated with the building.
14. Q: Does all asbestos caulking need to be removed prior to demolition?
A: Yes. Asbestos caulking which shall be removed prior to demolition is identified in the table “Addendum I Asbestos Material Abatement List.”
15. Q: Is there a budget amount available to the public?
A: The project is funded via the Cadillac Area Public School’s General Fund.
16. Q: Is the removal of the playground equipment and outdoor basketball hoops included in the scope of work?
A: No, the playground equipment and outdoor basketball hoops shall remain and are not included in the scope of work.
17. Q: Is the outdoor basketball court to be left in place or removed with the slab?
A: The outdoor basketball court is to remain and is not included in the scope of work.
18. Q: Is there a bid bond requirement, and if so, what is the percentage of said bid bond?
A: Yes, there is a bid bond requirement. The requirement is 5% of the bid.
19. Q: How should Contractor’s bid the project?
A: Contractors may submit a bid for each project task (asbestos abatement, hazardous material abatement, & demolition) that they wish to complete. Contractors who engage a subcontractor shall identify the subcontractor in Bid Form #1.1. If a Contractor submits a bid for only one task and is awarded the work for said task, a separate contract shall be drawn up by and between Cadillac Area Public Schools and the Contractor for that task.
Cadillac Area Public Schools is entertaining all bids, and lowest bid(s) is only one factor being considered in awarding this project.

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
