LIMITED SOURCES JUSTIFICATION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity:
The Contracting Activity is the Marine Corps Installation Command (MCICOM) HQ Contracting located in Arlington, VA. The Requiring Agency is Plans, Policies & Operations (PP&O), Security Division, located in Washington, D.C.
2. Description of Action Being Approved:
This acquisition is conducted under the authority at FAR 8.405-6(a)(1)(B). This action being approved is for the award of a modification to Order# M95494-18-F-0020 to Trapwire, Inc. (Trapwire) on a limited sources basis for Trapwire system access for 30 additional user application licenses and 1,970 mobile user application licenses to access the TrapWire system. This will be a modification to a firm-fixed-price type Order issued off of GSA Schedule GS-35F-0501U. The total estimated value of this modification is $459,411.00, which includes an initial four month period of performance and three one year option periods.
3. Description of Supplies/Services:
TrapWire is a proprietary predictive software system designed and maintained solely by TrapWire. By utilizing a proprietary, rules-based engine, TrapWire detects, analyzes, and alerts on suspicious events as they are collected over periods of time and across multiple locations. Through the systematic capture of these pre-attack indicators, pre-attack planning operations can be identified and appropriate law enforcement counter measures may be employed ahead of the attack.
The application provides users the ability to be notified of and identify activity to help with the prevention the terrorist or criminal event, rather than simply mitigate damage or loss of life. As will be discussed, there is no competing company with a similar, and/or compatible, counter-terrorism application on the market.
These additional licenses will be procured to enable synchronization of the Mass Warning and Notification (MWNS) capabilities between Marine Forces Reserves (MARFORRES), Headquarters Marine Corps (HQMC), and Marine Corps Recruiting Command (MCRC) through the implementation of the Trapwire system.
4. Statutory Authority Permitting Limiting Sources:
Pursuant to FAR subpart 8.405-6(a)(1)(B), only one responsible source is capable of providing the supplies/services at the level of quality required because the supplies are unique or highly specialized to satisfy the agency’s requirement.
5. Demonstration and Rationale Justifying Use of Cited Authority:
Trapwire is the only company that meets the query of compatible, real time reporting systems capable of identifying patterns of behavior and anomalies indicative of pre-attack surveillance activity, and to issue

Market research was performed which included reviewing the history of this requirement and prior contracts, contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements, and internet searches including the System of Award Management, SBA Dynamic Small Business Database, Federal Supply Schedules, existing DOD contracts, and the required sources. The market research conducted found that there are no other companies with the same specific capabilities, user interface, customization, customer support, or ability to provide license support for TrapWire, to include the mobile application enhancement. Market Research indicates Trapwire has a GSA Schedule (GS-35F-0501U) which will be leveraged for this effort. As this is a proprietary system, no other vendors can provide these licenses.
8. Market Research and Actions Taken to Remove Barriers from Future Competition:
Currently, there are no other competitors that can provide the threat pattern analysis capability that TrapWire executes or the proximity based alerting capability provided by the mobile application. The Marine Corps will continue to monitor and conduct market research to identify future capabilities and COTS solutions that would meet or enhance the requirement to support prevent, identify, and detect abnormal/suspicious activity and threat analysis. If another potential source emerges, the Marine Corps will assess whether competition for future requirements is feasible.
9. Best Value Determination
The Contracting Officer has determined that this contract action represents the best value consistent with FAR 8.404(d).
