MCC-18-RFQ-0007
Cost Benefit Analysis Consultant
The purpose of this amendment is to provide responses to questions submitted by potential quoters.
Question 1: To what does block 2 "MCC Program Area on Job Announcement" refer on the
Contractor Biographical Data Sheet? (a) Cost Benefit Analysis Consultant Solicitation: MCC-18-
RFQ-0007? or (b) Department of Policy and Evaluation, Economic Analysis Division?
MCC Response to Question 1: Block 2 "MCC Program Area on Job Announcement" refers to the consultant position you are applying to – Cost Benefit Analysis Consultant Solicitation: MCC-
18-RFQ-0007.
Question 2: BioDATA, Section 9. LANGUAGE PROFICIENCY, I see Bahasa Indonesian. Is knowledge of this language a requirement for this project?
MCC Response to Question 2: There are no foreign language requirements for this consultancy;
Bahasa Indonesian was simply an example.
Question 3: Could we apply as a group of two researchers or have an assistant to the consultant?
MCC Response to Question 3: The intent of the subject solicitation is to select one independent consultant. Subcontracting is not authorized for this requirement. If the selected independent consultant wants to pay for an assistant out of their agreed-upon labor rate, it would be up to the consultant to do that at no additional cost to the Government. Note, however, that the labor rate will be negotiated based on MCC’s need for one independent consultant.
Question 4: Could you provide examples of the types of transactions, activities, and/or projects the consultant may conduct CBA?
MCC Response to Question 4: CBA is conducted on projects in infrastructure investments
(roads, power sector, water, etc.) human development projects (education, health) and increasingly in policy and institutional reform projects (regulatory reforms, public financial management reform) where MCC is still developing guidance. Examples are on MCC’s website.
Question 5: Will the consultant identify the types of methodologies for government to deploy for its own cost benefit analysis?
MCC Response to Question 5: No, MCC does the CBA internally, and has methodology guidelines prepared or in progress.
Question 6: Does the consultant need to have subject matter expertise (i.e. demographics of countries or industries) to conduct CBA, if so, identify the SME?
MCC Response to Question 6: Yes, it’s important to have deep experience in applied CBA work, but not necessarily a specific development discipline in addition to applied CBA.
Question 7: Will the consultant have access to previously performed CBA?
MCC Response to Question 7: Yes, but note that each country and project is unique and each
CBA model has unique features.
Question 8: Does the consultant need to speak multiple languages?
MCC Response to Question 8: There are no foreign language requirements for this consultancy.
Question 9: Will the government provide the consultant access to statistical data to perform the
CBA?
MCC Response to Question 9: The consultant will be provided with all data needed to perform
CBA. Governments should help provide data, and MCC staff or consultants coordinate the collection. In addition MCC needs to support data collection to underpin the CBA modeling.
Question 10: Can you make direct awards to 8(a) firms?
MCC Response to Question 10: The subject solicitation is not eligible for 8(a) direct award, only independent contractors are eligible for award.
