RFQ Addendum 2 Position Description Senior Technical Advisor for Transport and Vertical Structures (TVS)

MCC-17-RFQ-0136

Introduction and Background

MCC’s mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC’s partner countries enter into a five-year agreement (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives. Our model is defined by core principles, of selectivity, country ownership, transparency, and a focus on results.

Our values identify who we are and what is important to us. Our Values are CLEAR: Embrace Collaboration, Always Learn, Practice Excellence, Be Accountable and Respect individuals and ideas. MCC’s values define how we behave on a daily basis, both as individuals and as an institution, in pursuit of our mission. They guide how we make decisions, set priorities, address challenges, manage tradeoffs, recruit and develop staff, and work together with our country partners and stakeholders.

Scope of Position

The Department of Compact Operations (DCO), Infrastructure, Environment, and Private Sector (IEPS) Division, is seeking two Personal Services Contractors (PSCs) to serve as an Expert Advisor in the Environmental and Social Performance (ESP) Practice Group. The PSCs shall serve as ESP leads for projects in at least two countries in various stages of development and implementation. The PSCs will also support ESP’s technical leadership role to build and share knowledge and best practices on effective integration of environmental and social performance.

The PSCs reports to the Practice Lead and Senior Director (PLSD) for ESP.

This position is not authorized to supervise any Federal employees.

Major Duties and Responsibilities

1. Director-level ESP Advisor (MC-301-3A)

1. Evaluate environmental, social, and health and safety performance of Compact-/Threshold-funded activities and identify opportunities for enhancing project design and implementation. Support and ensure integration of environmental and social considerations and good international practice into project design and implementation.

1. Oversee Compact development and implementation activities and provide advice and counsel to country teams to promote sound environmental and social performance. Review project-related documents including environmental and social performance and management plans, construction bidding documents, work plans, and performance monitoring plans and ensure environmental and social considerations are factored into the design, feasibility, implementation, timing, and costs of Compact activities.

1. Ensure MCC-funded activities comply with the MCC Environmental Guidelines and the International Finance Corporation’s Social and Environmental Performance Standards.

1. Conduct, direct, and/or evaluate complex environmental and social performance, management plans, and resettlement action plans in an international development context. Plan, organize, and supervise analytical studies, reviews, and/or evaluations consistent with internationally accepted methodologies for environmental and social impact assessment.

1. Manage contractors, consultants, and inter-agency agreements as appropriate to ensure that ESP-related deliverables and work products are acceptable. Prepare and/or review terms of reference, budgets, timelines and cost estimates for ESP-related international and national procurements for civil works and consultant services, and provide contract and project management support.

1. Undertake regular site visits to Compact/Threshold countries in support of project development and implementation oversight to ensure sound environmental and social performance.

1. Enhance and develop the capacity of MCA partners and MCC staff to manage environmental and social risks throughout project development and implementation. Provide intellectual leadership and mentor junior ESP staff.

1. Represent MCC to, and collaborate with, a variety of stakeholders including other US Government agencies, NGOs, international development organizations, senior officials within the U.S., and MCC partner country governments; establish and strengthen partnerships to enhance project results.

1. Perform other related duties as assigned.

1. Associate-Director-level ESP Advisor (MC-301-3B)

1. This position level is similar to the position above (Director MC-301-3A), which is at the full performance level. It is being established as a developmental position in an effort to expand the population of potential candidates and to attract and retain an individual with the potential to aspire to the full performance level position. Promotion to the full performance level is neither guaranteed nor implied and promotion will be based solely on the incumbent’s ability to perform at the Director (Environmental and Social Performance), MC-301-3A level as determined by the position’s supervisor.

1. Perform other related duties as assigned.

Travel

The incumbent will be required to undertake 4-8 international trips annually (2-4 trips per country).

Supervisory Controls

As a recognized authority in the development and implementation of GSI programs and operations, the employee is subject only to administrative and policy direction concerning overall project priorities and objectives. The employee is typically delegated complete responsibility and authority to plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness. Analyses, evaluations, and recommendations developed by the employee are normally reviewed by management officials only for potential influence on broad agency policy objectives and program goals. Findings and recommendations are normally accepted without significant change.

Guidelines

Guidelines consist of general administrative policies, and program, management and organizational theories which require considerable adaptation and/or interpretation for application to issues and problems studied. Policies and precedent studies provide a basic outline of results desired, but do not go into detail as to the methods used to accomplish the project. Within the context of broad regulatory and procedural guidelines, the employee refines or develops more specific guidelines, such as implementing new or revised processes, methods and procedures.

Complexity

The employee plans, organizes, and completes analytical studies involving substantial aspects of key agency programs. As study coordinator, the employee assigns segments of the studies to various participants who are subject-matter specialists in fields appropriate to the study, coordinates the efforts of the group, and consolidates findings into a completed project. There is extreme complexity and difficulty in identifying the nature of the issues or problems to be studied and in planning, organizing, and determining the scope and depth of the studies. The nature and scope of the issues are largely undefined. Difficulty is also encountered in separating the substantive nature of the programs or issues into their administrative, technical, political, economic, fiscal, and other components, determining the nature and magnitude of the interactions, discerning the intent of legislation and broad agency policies, and determining how to translate the intent into recommended program actions. The work involves efforts to develop and implement programs based upon new or revised legislation requiring consideration of the immediate sequential, and long-range effects, both direct and indirect, of proposed actins on the public, other government programs, and/or private industry.

Scope and Effect

The purpose of the work is to perform very broad and extensive studies related to MCC programs which are of significant interest to the public, Congress, and MCC Compact country governments. Studies frequently involve extensive problems of coordination in fact-finding and in reviewing and evaluating recommendations in interested agencies or with outside groups. Recommendations involve highly significant programs or policy matters, and result in substantial redirection of federal efforts or policy related to major national issues. Results of work are critical to the mission of the agency or affect large numbers of people on a long-term, continuing basis.

Personal Contacts/Purpose of Contacts

Personal contacts include individuals and groups at all levels of the Corporation, representatives from other Federal agencies/organizations, MCAs, contractors, and the general public. The purpose of contacts is to influence, motivate, persuade or negotiate with others who may hold different points of views in order to influence managers or other officials to accept recommendations or to obtain the desired effect.

Physical Demands

The work is primarily sedentary, although some walking, bending, or carrying of light items may be involved. Travel may be required.

Work Environment

Work is performed in an office setting, although there is an expectation of work in the field.

Deliverables

Deliverables are associated with the tasks identified in Section 5. Duties to include reports as required by the Contracting Officer Representative (COR).

The PSCs will submit biweekly timesheets on a schedule and format determined by MCC. Timesheets will include a list of hours worked per compact or country program, along with a brief description of the tasks undertaken for each program during the pay period.

The PSCs also will produce other reports and analyses as requested by MCC.
