STATEMENT OF WORK
Environmental and Social Performance in Senegal and Burkina Faso
A. Introduction
The Millennium Challenge Corporation (MCC) is a U.S. Government corporation with a mission to provide assistance supporting economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov.
MCC is recruiting an environmental and social assessment experts (Consultant) to advise the MCC Senegal and Burkina Faso country teams on a range of environmental and social issues. The Consultant will primarily be working with the Senegal and Burkina Faso MCC Contract Officer’s Representative (COR)/Project Manager (PM) and Resident Country Mission (RCM), with the support of technical leads including infrastructure, economic, M&E, gender, and other relevant specialists.
Country Context
Senegal: In December 2015, MCC’s Board selected Senegal as eligible to develop a second Compact program. The first compact was completed in September 2015 and focused on road rehabilitation and irrigation and water resource management. Senegal is one of the highest performers on MCC’s eligibility scorecard, passing 14 of 20 indicators. For the second compact, the Government of Senegal (GoS) assessed binding constraints preventing private sector-led growth, and identified two constraints: (1) High cost of energy and low access to electricity and (2) distortive regulatory and administrative policies.
Over the past year, MCC and the GoS have worked together to further explore the energy sector. In the energy sector, extensive consultations have been undertaken with sector stakeholders – from the GOS, donor community and private sector – and a due diligence analysis conducted by an MCC consultant is underway to provide an overview of conditions in the sector and explore options for addressing existing gaps. Following the identification of energy as a constraint to economic growth, the GoS submitted concept notes to MCC in February 2017 requesting funding for a diverse set of projects and activities in the energy sector. The GoS and MCC have undertaken an initial review of the proposed investments and identified a sub-set of proposed projects as well as additional, complementary investments that could form the basis for a compact program given the budget available for support to Senegal.
Burkina Faso: In December 2016, Burkina Faso was selected as eligible to develop a second compact. The compact development process will begin in 2017 with a diagnostic analysis intended to identify Burkina Faso’s binding constraints to economic growth (the “Constraints Analysis”).
