The following questions were received. MCC’s response to each question is shown in red text:
1. If the contractor and key personnel are based in Mongolia, how does MCC envision the various interactions between MCC and key personnel taking place?
a. Would video conferences be acceptable?
Yes, MCC typically uses Skype for Business for its videoconferencing.
b. Should the contractor budget for trips from Ulaanbaatar to Washington DC for in-person consultations at MCC offices?
MCC believes this work can mostly be completed through video conferences, and no in-person trips are required. However, one in-person briefing at MCC may be necessary to complete the tasks. If the contractor thinks more or fewer trips are needed, they should budget for them accordingly within their cost quotation.
c. Or would MCC staff travel from Washington DC to Mongolia?
MCC staff may be able to travel to Mongolia for consultations, depending on budget availability.
2. On page 11, section F.1. states that the period of performance is 12 months. However, in section F.3.3, the deliverable time frame is 16 weeks. Would MCC please clarify this discrepancy?
• Timeliness is very important in order for this work to be useful. It is important the dates in the deliverables table be met (i.e. the work must be completed within 16 weeks). The length of the period of performance (12 months) accounts for MCC’s formal process for reviewing and accepting all deliverables, which may add some additional time to the performance period. However, MCC acknowledges that the existing “buffer period” is quite prolonged and hereby revises the performance period to a total of six (6) months from the date of award.
3. On page 27, in section H.16.6, the RFQ states “to be completed by offeror.” Does this mean the offeror should propose a 3rd key personnel position to be determined by the offeror?
• Only if the Offeror determines such a position is necessary to complete the work. The “to be completed by offeror” statement refers to the names of the key personnel candidates (hence the blank lines next to each labor category).
4. On page 27, in section H.17.1, the RFQ states that “contractors are encouraged to partner with local NGOs or research organizations as appropriate to meet this requirement.” Besides including a Researcher-Local Mongolian Expert from a local NGO as non-key personnel, how does MCC envision a partnership forming for this contract?
• That is an example of the type of partnership MCC envisioned; offerors are free to propose other partnership arrangements as needed to suit their proposed approach.
5. On page 66, in section L.9.8, the RFQ states “description of the evaluation team”. Would MCC please clarify what the evaluation team refers to?
• The statement should read “description of the proposed team” and not “evaluation team.”
6. On page 67, in section L.9.9 for past performance, is there a limitation in terms of how recent a past project was completed (i.e. past projects completed within the last 10 or 5 years?)

• Past projects must have been completed within the last 3 years in order to be considered recent.
7. On page 68, in section L.9.10, the RFQ states that past performance questionnaires are not required for MCC projects. Are past performance questionnaires required for Millennium Challenge Account (MCA) projects?
• Yes.
8. On page 74, the Gantt Chart template is for 5 years. Given that the period of performance is for 12 months, and the deliverable time frame is 16 weeks, would MCC please clarify how long the Gantt Chart for the work plan should be?
• The Gantt Chart on page 74 should be for the performance period beginning on the date of contract award through receipt of the final deliverables (i.e., 16 weeks).
9. In Section F.1. Period of Performance it states that the period of performance would be for 12 months from the date of award; however, in Section F.3.3. Deliverables the final report and presentation are due 16 weeks after contract award. Can MCC kindly clarify the anticipated period of the award and when the final deliverables are due?
• See response to Question 2 above.
10. Section F.1. of the RFQ states that “there are no option periods for this contract.” However, section L.10.1 makes reference to option periods. Can MCC kindly confirm if there will be option periods in addition to the base period of performance?
• Section L.10.1 makes a general statement. The part of the section in parenthesis is simply explaining what each “contract period” could be; it does not imply that there are option periods for this requirement. The requirement is for a 6-month base period with no options.
11. Will a six day work week be authorized for consultants providing short-term technical assistance?
• Yes. However, overtime is not authorized on this contract. Additional hours/days must be billed at the agreed-upon labor rate.
12. Will the staffing plan count against the 20 page limit for the technical submission or can it be submitted as an annex?
• Yes. The staffing plan is considered part of the “Technical Quotation.”
