Contracting Officer

No. Question Response

Does the Combined Synopsis/Solicitation under solicitation number MCC17RFQ0025 contain requirements similar to a current contract?

If possible, please provide the current contract number.

Or, is this a new requirement for the government?

As stated in the RFQ page 11, IOS Partners has provided PPP related services to MCC. The scope of services under is requirement are not the same.

Factor 2 – Past Performance requires bidders to submit 5 examples of “similar services”.

Are PPP transaction advisory services considered similar services. Our transaction advisory services typically include: initial project screening/feasibility, PPP structuring, training, drafting RFQ/RFP and project agreements, PPP procurement, award and negotiations.

Yes, this range of activities on PPPs would constitute "similar services", but it should be noted that MCC anticipates that inasmuch as PPPs are considered, Call Orders will focus more on early-stage scoping/screening of PPPs. Notwithstanding, bidders will also have to demonstrate an ability to execute on the rest of the scope of services beyond simply PPPs.

Factor 2 – Past Performance limits the project to only three years. Given that PPPs have existed for more than 3 years, we kindly request extending this to at least 5 or 10 to open the competition to more firms The RFQ will remain unchanged.

Are there any citizenship / nationality restrictions that apply to the personnel that will work under this BPA. Section H.4.B says that U.S. Citizens and PRs are preferred, but not required. Kindly clarify

H.4 applies to contractor personnel that require a MCC facility access clearance. At the Call Order stage, MCC will convey if this is required.

5 How many awards is MCC planning to make as a result of this RFQ? MCC may award one or Blanket Purchase Agreements.

6 Is the firm IOS Partners allowed to participate in this tender? Yes.

7 Kindly confirm that the only Key Personnel position is the BPA Program Manager Confirmed.

8 Kindly clarify if only one, or more than one CV can be proposed for each non-key personnel position

More than one resume can be provided, each resume should not exceed 2 pages.

9 Is this going to be a multiple award contract or is it just multiple orders under the BPA to one contractor

MCC may award one or Blanket Purchase Agreements and orders will be placed in accordance with B.5 Ordering Procedures.

10 Can bidders submit more than 5 examples of existing and prior contracts for similar services, and if yes, would all examples be considered in the evaluation, or only 5? Please limit to 5 examples.

11 How should the Quoter provide quotation for fixed price line items as listed in Table B.3?

What should be included in this line item?

Quoters are only to provide hourly rates as stated in L.3.3. Firm Fixed orders will be determined at the Call Order level.

Should the schedule provided in B.2 differentiate between levels of experience for different labor categories (i.e. Senior, Mid, Junior)? How might the Quoter present this in a manner that can be evaluated against other Quoters?

Quoters should provide rates in accordance with the experience as indicated in Section H.1 and H.2.

13 Should the Quoter provide rates for itself as well as separate rates for each proposed sub-contractor? Yes.

14 How should the Quoter demonstrate different discount rates for a CTA or subcontractor? See L.3.3.

15 How will proposed rates be evaluated against other Quoters? For example, will an average be utilized?

MCC will conduct a market analysis of the commercial rates and develop an average rate for each labor category for the basis for the price analysis. MCC will examine price quotes for reasonablness and completeness.

16 Can my company propose a team of individual consultants with qualifications and relevant experience & background that meet or exceed the requirements of the RFQ?

This would the business decision of the firm, please take into consideration how MCC will evaluate quotes in Section M.

17 Do you expect resumes for both key personnel and non-key personnel to be included in the proposal? See Section L.3.2.

18 Do you expect respondent to this RFQ to identify specific candidates for each of the project title? Yes.

What is the expectation from MCC with regard to all key personnel and non-key personnel working out MCC HQ? Can we assume some of the non-key personnel will not work out of MCC HQ 100% of the time or we can assume some percentage of their time working out of our home office?

Performance location will be determined at the Call Order Level.

20 What percentage of the time can we assume for the personnel to spend outside United States for this RFQ?

This cannot be determed at this time and will be determined at the Call Ordfer Level.

21 Can I have the list of interested vendors that have shown interest in this RFQ? I am interested in opportunity for teaming arrangement. check www.fbo.gov

22 Can a non-U.S. firm be a subcontractor to a U.S. small business on this tender? Yes.

23 Can a U.S. non-small business be a subcontractor to a U.S. small business on this tender? Yes.

24 Can MCC kindly extend the submission deadline by two weeks to give bidders enough time to react to the clarifications that will be issued next week? The due date for quotes remains unchanged.

25 Can bidders submit more than 5 examples of existing and prior contracts for similar services, and if yes, would all examples be considered in the evaluation, or only 5? See response to Question 10.

26 Would you be willing to reconsider the 100% set-aside for small businesses? The RFQ will remain unchanged.

27 The RFQ states the deadline is Monday, 23 February; however, 23 February is a Thursday.

Can you please clarify when the proposal for this assignment is due?

Quotes are due no later than Thursday, February 23, 2017 10am

EST.

28 Under the labor category for “Sector Technical Expert,” please clarify what is meant by the Commercial Expert position.

As may be relevant to the task at the Call Order level, a Commercial Expert may have specialized expertise in industry positioning, bidding, pricing, negotiations, and contracting related to transacting business in a particular sector.

29 We understand that signed non-disclosure agreements are not required in our offer, but will be required after award of each call order. Please confirm. Confirmed.

30 We understand that charts, such as the Personnel Matrix, can be presented on folded 11 x 17 paper. Please confirm. Confrmed.

31 Subfactor 3: To illustrate the breadth of experience of our team, we understand that more than one resume can be included for each labor category. Please confirm. Confirmed and see response to Question 8.

32 Factor 2: We understand that Volume I is limited to 30 pages. Is there a page limit to Volume II?

Volume II shall not exceed 10 pages, 2 pages for each relevant past performance.

33 In the case of CTA, we understand that each team member firm shall separately submit a price schedule and documentation for Items a through e. Please confirm. Confirmed, if applicable.

Can clarification be provided regarding how the price offers will be evaluated, since the price proposal will be composed of several labor categories and may include different rates per category in the case of CTA.

See repsonse to Question 15.

Can MCC kindly confirm whether quoters may include a subcontractor or CTA past performance reference as one of the 5 PPR examples? If so, may they include more than one PPR (i.e.2)?

Yes and yes but not exceeding 5 expamples in total.

Can MCC confirm that the 30-page limit covers both Volume I and II, since it is advised that they are submitted together (per page 55)? If not, is there a page limit envisioned for Volume II?

Volume I shall not exceed 30 pages and Volume II shall not exceed 10 pages.

Under “Sub factor 3 – Key and Non-Key Personnel Qualifications” is it envisioned that this section contains the CVs of Key and Non-Key Personnel or a narrative summarizing their qualifications with CVs included as an appendix to Volume 1?

See L.3.2. for what is acceptable as an appendix.

38 Can MCC confirm that the closing date for this RFQ is Thursday, February 23rd. 2017? Quotes are due no later than Thursday, February 23, 2017 10am

Volume II shall not exceed 10 pages, 2 pages for each relevant past performance.

44 “Under this multiple award IDIQ, how would MCC assign call orders to the holders of the

BPA?”

MCC intends to award Blanket Purchase Agreements and order shall be placed in accordance with B.5.

Would the BPA holder or any of its sub be excluded from bidding on opportunities that may arise from this BPA? If an organization was a subcontractor in a consortium but did not have a consultant or staff member on a design assignment, would the subcontractor be considered to have a conflict and be precluded from bidding on a MCA contract?

The firm would be precluded from bidding on work and services (design, assessment, construction and supervision) to be procured by the local MCA accountable entity or using funds advanced under a Compact in the relevant country, unless the consultant submits a mitigation plan sufficient to ameliorate any conflict of interest pursuant to the rules applicable to the procurement process.

No, rates should commensurate with the qualfification of each position.

50 In section L.3.3, please confirm that a G&A rate is needed since the rates provided are fully loaded?

Yes, if applicable to your accounting practices and is allowed on Other Direct Costs.

In section L.3.3, does the request for G&A rate include a request for overhead rate? Indirect rates can be applied in several manners, such as one overhead pool, a overhead and G&A pool and other methods as specified in a firms accounting policy, does usage of G&A means just G&A or does it mean indirect rate?

Quoter shall submit fixed fully loaded hourly rates in its quote that includes wages, overhead, general and administrative expenses, and profit.

In section L.3.3, MCC requests documentation of approved or provisional G&A rate, can you confirm whether G&A rates in contracts with other U.S. government agencies serve as documentation of approved or provisional G&A rate?

No.

Regarding section L.3.3, the government does not mentioned signed SF 1449 as part of the price proposal or any other section in the proposal, is a signed, returned SF 1449 required in the proposal?

See L.2.2, MCC requires a signed cover letter.

54 Are Representations and Certifications required for this proposal or will the government use or DUNS number to look up our Representations and Certifications in SAM.GOV? Reference FAR 52.204.19 as stated Section K.

Regarding Factor 1, how are the subfactor weighted? The line above factor 1 states

“evaluation factors and sub factors are listed in descending order of importance,” are there any additional weighting of the subfactors under Factor 1?

No, factors and sub factors are listed in desceding order of importance.

56 Regarding section PAST PERFORMANCE - VOLUME II, is there a page limit to Volume II? Volume II shall not exceed 10 pages, 2 pages for each relevant past performance.

57 Based on the adjustments needed to comply with MCC’s responses to the questions, we respectfully request that MCC provide a two-week extension to the offer due date. The due date for quotes remains unchanged.

58 Clarification on time quotes are due. Quotes are due no later than Thursday, February 23, 2017 10am

EST

Is this a new requirement or did an incumbent contractor previously provide services? If an incumbent contractor, what company was providing these services previously and under what contract number?

See response to Question 1.

Can you please provide additional information regarding evaluation of quotations? What weight or points will be awarded to technical capability and the associated subfactors, past performance, and price?

Please see M.3 Evaluation Methodology.

Are you able to provide an estimated number of anticipated task orders each year under this

BPA? Are task orders anticipated to generally align with a compact country, region or with specific tasks/technical requirements?

Not at this time, but we encourage Quoters to monitor our public website for eligible countries and potential projects. Yes, requirements will be aligned to support MCC headquarters and eligible countries.

Is it anticipated that this BPA will be utilized for work in all current compact countries or only certain compact countries? If specific countries, can you please provide the list of those countries?

See F.2 Place of Performance.

Does MCC have an anticipated breakdown or ratio of firm fixed price vs. time and material task orders? How will MCC decide whether a task order should be firm fixed price or time and materials?

Not at this time, the order contract type will be determined by the Call Order Statement of Work.

Can you please confirm that proposals should be submitted both electronically to tuttt@mcc.gov and in hard copy – 1 originally and 3 copies – to the MCC address on page 54.

Confirmed.

Page 11 – Last paragraph – references successful PPPs in five compact countries. How were these PPPs facilitated? Was the work done by MCC staff or through contractors? If through contractors, can you please provide the contract number(s) and name of firm(s)?

In the past, PPPs have been done by MCAs, MCC staff and contractors, for example, Jordan was done by contractors under a contract to MCA-Jordan, Benin was done by IFC and Mongolia was done by a MCC staff person.

Page 36 – Can you please confirm that all MCC required security forms and protocols will be initiated by MCC/Security post award. Are any security protocols or forms required to be completed and submitted with the Contractor’s quotation?

Confirmed, if required.

67 Page 43 – first paragraph – Can you please provide the information missing in [fill in amount] and [fill in date]?

This will be applicable at the call order level in the event MCC incrementally funds a contract.

The table included in B.2 Price/Cost Schedule/Item Information (page 5 to 8) includes $7M as the amount for each of the items 0001, 1001, 2001, 3001, and 4001. Section B.4 BPA Objective (page 8) states: Call Orders will be awarded as Firm Fixed Price and Time &

Material with a Not-to-Exceed (NTE) ceiling of $7 million. Can MCC clarify if the $7 million amount is per year per awardee, per year for all awardees, or for the five year life of the

BPA for all awardees?

Call Orders cannot exceed $7 million. There is no BPA ceiling amount.

The table included in B.2 Price/Cost Schedule/Item Information (page 5 to 8) includes items 0001C, 1001C, 2001C, 3001C and 4001C. We respectfully request clarification about how this items value will be determined and included in the BPA.

CLINs 0001C, 1001C, 2001C, 3001C and 4001C are reserved for Firm Fixed Price Call Orders, pleasee See B.5 as well.

Considering B.3 Labor Categories/Rates (page 8), Section C – Description/Specifications/Statement of Work, Task 6 – Training (page 18) and H.10

Additional Labor Categories (page 44), would MCC consider including a Training Specialist labor category in the RFQ so that Quoters can include rates in their proposals instead of negotiating this additional labor category in the future?

MCC envisions that the "experts" will deliver the trainings. If a need arises at the Order Level, an additional labor category will be added.

Considering B.3 Labor Categories/Rates (page 8) and H.10 Additional Labor Categories

(page 44) would MCC allow Quoters to include additional labor categories in the Cost Volume at the time of presenting their Quotes.

Not at this time.

72 Considering B.3 Labor Categories/Rates (page 8), please kindly advise if Quoters can propose more than one expert resume per labor category. Yes as long as they meet the qualifications of the labor category.

73 Does MCC expects Quoters to obtain exclusive agreements from experts proposed and partners included in the Quoter consortium? No.

Please kindly clarify if there are any eligibility restrictions on the nationality of experts proposed or the country of corporate registration for partner firms to be proposed by the Quoter.

See MCC 52.204-70, FAR 52.209-6, FAR 52.209-10 and FAR 52.225-25

Section H.1. Key Personnel (page 32) requires the submission of CVs for key personnel whereas Section L.3.2, Factor 1, Sub-Factor 3 (page 57) states that Quoters should submit resumes for both key and non-key personnel. Please kindly confirm that full resumes should be submitted in an Annex to Volume I for both key and non-key personnel.

CVs are required for Key and Non-Key Personnel.

76 Does MCC has a preference for maximum number of pages of the resumes included in the Annex for Volume I?

No but resumes should only include specific experiences that are directly related to the requirements of the RFQ.

77 With reference to page 5: B.2., will MCC please confirm the last column -Amount- will not be filled with any values and that only (BPA) unit prices are to be provided. Confirmed.

78 Will MCC please confirm that a table of contents and acronym list is excluded from the page count? Confirmed.

79 Will MCC please confirm whether resumes are restricted to a specific page length? See response to Question 76.

Section H2: In reference to the Engineer Labor Category, considering that advanced degrees are not often required in the design industry, can the minimum requirement be revised to accept an individual with a Bachelor’s Degree and Professional Certification as an Engineer with 10 years of relevant project experience in developing countries in the given sector?

Section H.2 Non Key Personnel - Engineer is hereby replaced as follows: Minimum of 10 years’ experience in the relevant discipline of engineering, construction and operations of relevant infrastructure projects in developing countries, and 10 years’ of relevant experience with relevant PPPs in developing countries. Engineer must have relevant advanced degree or relevant professional certification, and be fluent in English.

During execution of compact design and due diligence Task Orders, will the contractor be responsible for paying local VAT and other country-imposed taxes and are these allowable costs that MCC will reimburse?

This will be addressed at the Call Order Level.
