MCC-16-RFQ-0174 Questions and Answers
#QuestionsAnswers
Can the date for receipt of proposals be extended since the solicitation was released right before the holiday weekend?MCC requires surge support to be in place during this quarter of this fiscal year. As such, no extensions can be granted.
Is there an incumbent currently performing this work? If so, who is the incumbent and what is the contract number? This is a new requirement. The MCC is seeking additional, "surge" acquisition support above and beyond that provided by the current contractor and it is thus considered a distinct and separate requirement. The current contractor who is fulfilling a similar requirement is Sawdey Solutions Services under contract MCC-12-PSC-0033.
In the first option period, the labor hours are decreased for the six-month period. Since the government is requesting 3 FTEs in the base year, does it anticipate that services will continue to be provided by 3 FTEs in the Option Period or will the FTE labor support be reduced? This is because the labor hours in the base period reflect twelve months of performance and the labor hours in the option period reflect six months of support. As the period of performance is shorter, less labor hours are required during that period.
The Schedule of Prices has ODCs as $8,640 for the base year and Option Year. What constitutes this price (i.e., transit subsidy or travel)? Additionally, what's the difference between the CLIN 0001, CLIN 0001A, CLIN 1001, and CLIN 1001A? If the government is requesting a total of 8,640 hours (base and option year), would the vendor submit it's fully burdended labor rate under the "A" CLINS? If the offeror is not charging a different labor rate for surge support, can the offeror indicate it's total price under the Labor CLIN?The Government has provided the estimated ODCs. Please use that amount in your quote. The fully-burdened rates should be included in the Offeror's price quote (See Solicitation L.5.3. and M.3.4.) The Government will establish the final CLIN structure based on the quote. The Government has corrected the estimated hours in Amendment 1 to the solicitation.
Section F.3 indicates the period of performance as one base year with a six-month option. However, Section M.3.4 requests pricing for a 5-year contract. Can the government clarify the period of performance? This has been corrected in Amendment 1 to the solicitation.
Will the Oral Presentation be evaluated (either combined with the Technical Proposal or separately)? What information is the government looking for in the Oral Presentation (something different than the technical proposal) or will the offeror just explain their technical proposal in the Oral Presentation? Does the government require the Key Personnel to be in attendance at the Oral Presentation? The oral presentation will not be evaluated independently or as a factor. The written technical quote requested is an outline of the oral presentation and is intended more to serve as backup for the oral presentation itself and to provide textual materials such as resumes and past performance references outside of the oral presentation, with the anticipation that the bulk of the information will be provided with the presentation itself. As such, the evaluation will be based upon all information obtained during the oral presentation and from the written quote. Key Personnel are not required to be in attendance at the oral presentation.
I would like to know if the set aside is open for Economically Minority Owned business with partnership with Woman Owned small business? As indicated in B.2. and I.1. of the solicitation (which includes FAR 52.219-29), this is only set aside for Economically Disadvantaged Women-Owned Small Businesses in accordance with FAR 52.219-29. All Offerors must meet the requirements in that solicitation provision in order to be considered eligible for award.
Section C.1 Introduction and C.2 Scope and Objectives, page 7. Is this a new requirement or has this work been performed previously by other contractors? If by other contractor(s), who was the previous contractor?See Answer # 2
Section C.3.1 Recruitment, Retention, and Timely Startup, page 8. “Resumes for multiple candidates should be provided within 7 days…” Is there a specified minimum number of candidates that need to be provided? Is there any requirement to maintain a specified number of qualified candidates throughout the life of the contract?Up to three (3) positions, as stated in Sections B.4., C.2., L.5.2., and M.3.2 of the solicitation.
Section C.4.2.1 Experience, page 11. “Required – Six 10 or more years of directly related experience in federal contracting.” Please clarify if six or more years of experience, or ten or more years of experience is required. This has been corrected in Amendment 1 to the solicitation. Six or more years is the required amount.
Section F.3 Period of Performance, page 14. What is the anticipated date of award? The award is anticipated to occur no later than August 1, 2016, with performance to begin immediately upon award.
Section L.5.4 Quote Submission, page 64. SOW states that quotes are due no later than 3:00pm EST on Wednesday, July 12, 2016. July 12, 2016 is Tuesday. Are quotes due on Wednesday, July 13, 2016 or Tuesday, July 12, 2016?This has been corrected in Amendment 1 to the solicitation. See L.3.4. Questions are due on Wednesday, July 6, 2016 12PM EST. Please provide an estimated cost of each course, and an estimate of how often a course has been needed in the past.C.5. does not state that the courses are to be provided by the Government nor does it require specific courses to be paid for. This section merely states that the Government may permit the contractor staff to attend training during working hours and invoice for those hours, but that the Government will not, in addition to allowing that, also pay for contractor staff tuition or costs for the training beyond that.
