STATEMENT OF WORK
MCC-PEPFAR Data Collaboratives for Local Impact
Strategic Communications, Branding, Oversight and Outreach Support
A. Introduction
The United States President’s Emergency Plan for AIDS Relief (PEPFAR) and the Millennium Challenge Corporation (MCC) have partnered to support innovative approaches to ensure evidence-based decision-making for programs and policies that address HIV/AIDS, global health, gender equality and economic growth in sub-Saharan Africa. In April 2015, the $21.8 million “Data Collaboratives for Local Impact” (DCLI) program was launched and the first two projects are underway in Tanzania.
The Tanzania Data Lab will be a co-working space, platform and training center of excellence where data will be shared, combined and used to achieve greater programmatic impact. The lab is meant to mobilize resources and actions that make open data and data analysis a central component of decision-making in Tanzania. The Data for Local Impact Innovation Challenge Project will launch two or three challenges per year to surface, engage, support and connect local innovators and entrepreneurs around priority local, subnational and national data gaps. There are also plans for a third project that focus on capacity building and technical assistance in the use of data at the sub national level, likely including areas of overlap with the $385 million PEPFAR DREAMS Partnership with the private sector, part of which includes a focus area on Data4DREAMS that will increase the availability and use of data to meet the urgent and complex needs of adolescent girls and young women.
DCLI projects will strengthen the availability and use of data to improve lives and empower citizens to hold governments and donors more accountable for results. DCLI is aligned with broader U.S. government efforts to maximize the effectiveness of U.S. foreign assistance, and with the Global Partnership for Sustainable Development Data (www.sdg4d.org) to provide a practical country-level demonstration of how the data revolution will enhance efforts to achieve the Sustainable Development Goals (SDGs).
A Fact Sheet with more information on the DCLI program, including its emphasis on country-level engagement and ownership, principles, and the first two projects (The Data for Local Impact Innovation Challenge – and the Tanzania Data Lab) is attached.
The first two cooperative agreements have been awarded in Tanzania – and the DCLI program implementation has started and dramatically increased the level of effort associated with program branding, communications, outreach, reporting as well as the oversight of communications-related elements of the work of DCLI implementation partners. At the same time, over the course of the next several months and going forward there are unique opportunities to strategically leverage the momentum around the use of data and sustainable development goals to drive DCLI progress – and ensure alignment with the Global Partnership. Some of these opportunities are listed below:
· United Nations High Level Political Forum, July 11-20, 2016
· International Aids Conference, July 18-22, 2016
· United Nations General Assembled and Global SDG Accountability Month, July 2016
· International Open Data Conference, October 6-7, 2016
· World Aids Day, December 1, 2016
