STATEMENT OF WORK - CONSULTANT SERVICES

Technical Advisor

A. Introduction

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov.

B. Background

MCC’s overriding objectives are to promote economic growth and a significant reduction in poverty in our partner countries. MCC does not take it for granted that programs that stimulate growth will invariably reduce poverty. MCC looks at the likely distributive effects of projects and, to the extent that data are available to perform such an analysis, identifies the beneficiaries and estimates the impact on poverty reduction. Ultimately, MCC seeks significant and measurable increases in incomes of large numbers of poor people and significant reductions in poverty.

The Millennium Challenge Corporation (MCC) requires consulting services for the development and/or implementation of an agency-wide partnerships strategy in support of its compact investments and role as an innovative leader in development effectiveness.

C. Scope

The scope of this requirement is to serve as an Advisor to the Office of the Chief Executive Officer (OCEO) in developing and beginning to execute a plan for external consultations with the development community around MCC’s 5-year Strategic Plan. In addition to, and as part of, efforts related to MCC’s 5-year Strategic Plan, the Consultant shall also assist OCEO in reviewing past, current and planned MCC partnerships with the full range of actors (e.g. other USG agencies, bilateral and multilateral donors, foundations, non-governmental organizations, private sector entities, research institutions, etc.). The Consultant shall review these partnerships as a basis for assessing their effectiveness and developing lessons learned. Drawing on this work, benchmarking with other partnership strategies, and MCC’s 5-year Strategic Plan, the Consultant shall design, develop and engage stakeholders around a draft partnerships strategy. The Consultant shall make periodic recommendations to OCEO verbally and through assigned reports and presentations.

D. Tasks

Tasks may include (but are not limited to) the following:

▪ Develop and begin to execute plan for external consultations with the development community around MCC’s 5-year Strategic Plan, including, but not limited to, identifying key stakeholders;

proposing timing, substance and format of consultations; providing summaries and reports of consultations held; and supporting logistics.

▪ Based on document review and internal and external consultations, produce a report and/or presentation that reviews past, current and planned MCC partnerships with the full range of actors, including categorizing and assessing these partnerships against their stated objectives and broader impact on success of compact investments and contribution to MCC’s role as an innovative leader in development effectiveness.

▪ Conduct a benchmarking exercise on various partnerships strategies to identify models and best practices.

▪ Produce a report and/or presentation on a proposed partnerships strategy that builds on lessons learned and supports the achievement of MCC’s 5-year Strategic Plan.

▪ Advising OCEO on matters related to any of the above or within the scope of this requirement.

The Consultant shall coordinate with MCC staff engaged in the 5-year Strategic Plan and partnerships, as well as other donors and private parties, where relevant. The Consultant shall report directly to the designated Contracting Officer Representative/Project Monitor.

E. Conflict of Interest

The consultant would be precluded from bidding on work and services (design, assessment, construction and supervision) to be procured by the local MCA accountable entity or using funds advanced under a Compact in the relevant country, unless the consultant submits a mitigation plan sufficient to ameliorate any conflict of interest pursuant to the rules applicable to the procurement process.
