STATEMENT OF WORK - CONSULTANT SERVICES

Financial Management Budget Advisor

A. Introduction

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov.

B. Background

MCC’s overriding objectives are to promote economic growth and a significant reduction in poverty in our partner countries. MCC does not take it for granted that programs that stimulate growth will invariably reduce poverty. MCC looks at the likely distributive effects of projects and, to the extent that data are available to perform such an analysis, identifies the beneficiaries and estimates the impact on poverty reduction. Ultimately, MCC seeks significant and measurable increases in incomes of large numbers of poor people and significant reductions in poverty.

As part of MCC’s work, the agency confronts complex budgetary and administrative policy matters.

Some matters relate to budget formulation, projections, and strategy; while others relate to budget execution, policy, and process. Still others pertain to obscure or infrequently encountered questions of appropriations practice and operation. To address these issues, MCC requires financial management budget support services to meet the demands of its innovative poverty relief programs, and to effectively and efficiently execute the mission of the agency.

C. Scope

The scope of this requirement is to serve in an advisory role to MCC in financial management functions.

These functions are related to budget formulation, budget execution, and appropriations practice.

D. Tasks

As Advisor, tasks may include (but are not limited to) the following:

• Conducting analysis and reviews of a variety of complex and advanced budgetary formulation and execution processes, policies, and procedures;

• Interpreting and making recommendations regarding complex budget concepts;

• Interpreting and making recommendations regarding complex appropriations practices, policies, and standards;

• Providing advice and assistance to managers and program staff on matters related to the application of OMB memoranda, verbal and written guidance, processes, practices, policies, and procedures;

• Developing and/or revising budgetary policies and procedures, as needed;

• Assessing agency budgetary practices and strategy for technical accuracy, appropriateness, and likelihood for success given historical precedent and the current fiscal environment;

• Solving complex budgetary issues and/or mitigating risk with analytical rigor, creativity, and cost-effective solutions, as demonstrated through a track record of success and historical practice in the field of budgetary management;

• Other tasks may be assigned with the scope of this requirement.

E. Conflict of Interest

The consultant would be precluded from bidding on work and services (design, assessment, construction and supervision) to be procured by the local MCA accountable entity or using funds advanced under a Compact in the relevant country, unless the consultant submits a mitigation plan sufficient to ameliorate any conflict of interest pursuant to the rules applicable to the procurement process.
