Question 1: Please kindly confirm that the RFQ is unrestricted and non-BPA holders are eligible to submit a proposal.

A1. This requirement is unrestricted.

Question 2: According to clause L.8.4, the estimated level of effort for key personnel is 876 hours (109.5 days), which amounts to less than half of the 268 total estimated days in country as indicated in Clause L.8.3. Please clarify if the MCC expects a substantial number of person days and field days to be allocated to non-key personnel or the offerers can propose a different level of effort and home/field allocation in accordance with their approach and methodology.

A2. The Estimated Total Per Diem days under Section L.8.3.should read 67 Days. See response to Question 7 below.

Question 3: Please advise if the offerers are allowed to propose a lower or higher level of effort than the estimated 876 hours and whether this would be reflected in any way in the evaluation of the technical and financial proposals.

A3. The 876 hours are an estimate. The Offeror may revise the hours to align to their technical approach. See response to Question 7 below.

Question 4: Please confirm that in addition to the two key personnel identified in Clause L.9, bidders are able to propose additional international and local support experts to enhance their team in accordance with their technical approach and methodology.

A4. See response to Question 7 below. But in addition, be aware that MCC requires that this be an independent evaluation. If members of your evaluation team have prior engagement in Mali Airport investments, MCC may require an acceptable Conflict of Interest mitigation plan.

Question 5: Please advise if we can use a different plug-in number for the data collection costs estimated at $100,000 based on our field experience.

A5. See response to Question 7 below. The note under Section B.1. states “Note: MCC anticipates out-year data collection costs for which the requirements are unknown at this time. To be fair to all vendors providing a quotation, a plug number is utilized for CLIN 1002. However, if you believe this plug number is inadequate, please advise during the Question and Answer period of the RFQ. More than one data collection requirement may be required. Once requirement(s) become known, a quotation will be requested from the Contractor and a cost will be negotiated and memorialized in a modification to this call order.” Indicate in your quotation what you believe to be an adequate NTE amount.

Question 6: Does the MCC envision a specific geographical coverage for the evaluation and survey implementation?

A6. See response to Question 7 below.

Question 7: Does the MCC envision a minimum sample size for the survey activities?

A7. MCC gives bidders (and will give contracted evaluators) broad discretion in recommending evaluation strategies that will yield the greatest value to the government, which we assess in terms of both accountability for our investments and learning how to invest cost-effectively in economic development. Please amend the number of trips, the composition of your evaluation team, data collection, geographic coverage and sampling requirements as needed, provided your quotation clarifies how these amendments will improve the value for money.

Question 8: To ensure maximum technical quality of our proposed methodology, we are developing a number of additional questions on the scope of work and kindly request an extension to the deadline for clarifications until August 20, 2015 at 11:59 pm EST.

A8. The date for receipt of questions is revised to August 21, 2015 at Noon.

Question 9: In light of the extensive evaluation scope of the project, the limited proposal preparation time and the implications of the answers to our questions for the presentation of a responsive bid, we would be very grateful for your consideration in extending the current deadline by at least one week until August 28th, 2015.

A9. The date for receipt of quotations is revised to August 28, 2015 at Noon.
