Answers
1. On the average, how many days will services be needed for on each of the four to five trips per year?
Each trip is estimated to involve two to three travel days and five to ten working days.
2. How much advance notice are you generally able to provide before travel must take place?
MCC will endeavor to provide at least 30 days advance notice of travel, barring unforeseen circumstances that require faster turnaround time.
3. Will MCC help obtain visas for travel where necessary?
MCC will provide contractor(s) with formal letters on U.S. Government letterhead confirming the contractor(s) assignment, for use in visa applications. Expenses related to visas are covered in the contract’s Other Direct Costs (ODCs).
4. Will you reimburse for required and advised immunizations and other precautionary medical choices (eg, anti-malarials)?
It is expected that expenses related to required and advised immunizations and anti-malarials, per Department of State/CDC guidance, will be covered in the contract’s Other Direct Costs (ODCs) only if the contractor(s) insurance provider will not cover the costs. Contractor(s) must have proof of denial of coverage in order to request reimbursement.
5. How many still photos and how many video samples should we provide as part of our Proposal? Can we send some by DVD, or will you only accept online stills and videos?
Please provide as many samples as needed to adequately represent your portfolio of work. There is no minimum or maximum number of samples required. Online resources are strongly preferred; however, we will accept submissions of video samples by mail if they are received by the contract deadline.
6. In the "Timeliness" section, you request "Flexibility to deliver time-sensitive edited shots within 24 hours and event-based shots and footage in real-time should it be required."
a. What do you mean by "real-time"? Do you want us to have a satellite feeder, or do you use that term to refer to unedited footage or photos? What method of real time delivery does MCC require?
b. Is there particular equipment you can identify that we would need to meet your "real-time" expectations?
a. “Real-time” refers to unedited footage or low-resolution unedited photos transmitted via email or FTP (or another electronic method as agreed upon prior to travel). No satellite feeder is expected.
b. No, there is no particular equipment specified. However, there is reasonable expectation that the contractor(s) equipment will include a computer with a functional internet connection (necessary to transmit footage or photos via email or FTP per 6a).
7. Under "Tasks" you stated that "The Photojournalist shall provide qualified personnel, necessary equipment, and materials to complete each assignment." Would that include a grip/audio engineer, and /or other support personnel on location or for doing Photoshop or editing? If so, should we add it into the "fixed rate direct labor" costs on the chart you provided on page 5 of the RFQ, or would you prefer that these costs be broken out separately?
“Qualified personnel, necessary equipment, and materials to complete each assignment” include support personnel on location for videography, photo editing or any other activity per the contractor(s) resource needs. These costs should be built into the “fixed rate direct labor” costs, as well as broken out into more detail separately where possible.
When needed, MCC will provide a local representative to manage the contractor(s) in-country travel (for example, a car and driver) and navigation (for example, a local guide).
8. For the photography and videography services, would we be able to send two individuals, one photographer and one videographer?
Yes, you would be able to send two individuals if needed for the assignment; as long as your costs reflect this.
9. Are any of the locations in locations that would require us to carry special insurance riders, such as active combat zones?
The locations in which the contractor(s) will perform the service are limited to MCC partner countries, none of which are active combat zones. A full list of possible locations is accessible at http://www.mcc.gov/pages/countries.
The contractor(s) may be expected to transit through non-MCC countries (for example, for a connecting flight), but the safety and security of the contractor(s) are prioritized in all itinerary scheduling.
