Q2. Is each submitting entity (or consortium) required to provide capabilities for across all the labor categories in the solicitation?

A.2 No, You can supply your capability statement for whichever Section (i.e. Monitoring and Evaluation/Economic Analysis) you are capable of performing. You do not have to be able to provide all Sections. B) Under Monitoring and Evaluation/Economic Analysis for example, you can provide rates for whichever Labor Categories you are capable of supplying. For example, provide rates for an Education Specialist if that is your specialty, but do not provide rates for an Energy Specialist if that is not your specialty.

Q3. Will any BPAs be awarded covering a sub-set of the labor categories in the solicitation?

A3. Yes, BPAs can be awarded covering a sub-set of labor categories in the solicitation.

Q4. We have noted that many of the other large USG agencies working in international development have created partial or total small business set-aside opportunities to meet the small business targets mandated by Congress. Some have also have also reserved Task Order requests under a threshold of $1 million for small business. Would MCC consider a similar small business set-aside for the current BPA so that small businesses have a strong ability to compete for and win Task Orders in a competitive environment that will likely be dominated by large business?

A4. MCC shall review each requirement to determine if they can be set aside for small business. Call orders that has an anticipated dollar value exceeding 43,000 but not over $150,000 are automatically reserved exclusively for small business concerns and shall be set aside for small business unless the contracting officer determines there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery.

Q5. Are offerors required to respond to all SOW categories in our corporate capabilities statement to be considered eligible for the BPA?

A5. No. You should only respond to the Sections or Sub-Sections that you have expertise.

Q6. Do we need to submit CVs for all of the labor categories we bid on? If yes, can one technical expert be submitted/presented for multiple categories?

A6. CVs do not have to be submitted for every labor category you bid on. You should submit enough resumes to provide MCC with the assurance that your organization has the expertise in a particular Section or Sub-Section.

A7. Yes, you may bring in partners/subs for this opportunity. A8. The quotation submission shall be electronic and forwarded to fullerdf@mcc.gov with the email subject line to include “MCC-13-RFQ-0084 (vendor name)”.

Q9. We understand this to be a requirement for a Capabilities Statement under and RFQ with the potential of BPA awards under this request, is that correct?

A9. Yes, the RFQ is a requirement for a Capabilities Statement for any or all of the sections or sub-sections you are able to perform. The intention is to provide BPAs to qualified vendors as a result of this RFQ.

Q10. Is there any MCC standard or preferred format for submission of capability statements? By format we mean required or suggested sections, content or order.

Your Capability Statement would only include the Sections that you have expertise in. Your applicable Maximum Loaded Direct Labor Rates should be entered into the Workbook under the Tab entitled “Rates”.

Q11. We do not want to unduly burden the MCC with past performance information. Can you provide guidance on the number of past performance references that you would consider necessary to be responsive, or provide a range that you would consider reasonable? Shall past performance information be limited to active performance within the last X number of years? If so, please specify the number of years.

A11, There is no minimum or maximum number of past performance references. Past performance information should be limited to the last 5 years and pertain to the scope of the RFQ and your expertise.

Q12. The submission of CVs is referenced only in one place indicating that CVs will not count against the 30 page limit. Can you provide guidance as to whether CVs are necessary for submission, and if so, how they should be submitted to be most responsive to the RFQ and to not unduly burden the MCC during the evaluation (# if CVs, page limits etc,). For example, we could provide one CV for each position that we propose a BPA rate for, with each CV limited to 3 pages.

A12. See A6.

Q13. What documentation, if any, do you require to substantiate the development of a consortium of firms to respond to this opportunity?
