Malawi Compact Rapid Due Diligence Solicitation Number: MCC-12-PLA-0474
FEDBIZOPS NOTICE OF INTENT TO SOLE SOURCE:
The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC is headed by a Chief Executive Officer, overseen by a Board of Directors, and chaired by the Secretary of State. The mission of MCC is to reduce poverty, in foreign poor countries, through economic growth. The MCC fulfills its mission by awarding compacts (e.g., grants) to these countries. The countries are carefully selected based on their performance to govern justly, invest in their citizens, and encourage economic freedom.
In accordance with the reinstatement of the Malawi Compact activities, MCC has a need for a rapid due diligence and appraisal of the investment program to ensure that:
· The scope of the investment program has not materially changed as a result of actions (e.g. new investments or maintenance) or inactions (e.g. further deterioration of plant and equipment due to lack of maintenance) by the Government of Malawi (GOM) and/or the utility of company during the intervening period;
· The cost of the projects has not changed significantly due to scope changes and/or cost escalations over the last two years; and
· Available Compact funds can support the originally planned investment program and that the related projects can be completed within a five year time frame.
Authority: 41 U.S.C. 253 (c) (1), Justification: services required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
Only one responsible source and no other source will satisfy MCC’s requirement: CORE International.
CORE International is in the best position to meet MCC’s business needs, and had been procured on a competitive basis for the previous assignment.
This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
