14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to change the MCC point of contact, clarify some of the language in the solicitation, and answer the questions of potential offerors.

1) The contact point identified in paragraph L.8 is changed to:

2) The first paragraph on page two of the solicitation is changed as follows: the words “one or more contracts” is changed to “a single contract”.
3) Paragraph F.1, Maximum Number of Hours, is corrected to read in its entirety:
F.1 Maximum Number of Hours
The Contractor may be called upon to perform up to 1, 248 hours of work during the base year period of performance and up to 1,248 hours of work during any exercised option period of performance.
4) Paragraph F.3, Deliverables, is corrected to read in its entirety:
F.3 Deliverables
This procurement will not require any deliverables beyond those as specified in the Statement of Work, and as agreed per Section F.1. The MCC COTR and the Contractor will jointly agree on dates for deliverables.
5) The questions submitted by potential offerors and the answers to the questions are as follows:
Question 1: What version of the Oracle Federal Financials (OFF) is currently in use? What version of the Oracle Database is currently in use?
Answer: OFF11i, OFF11i.
Question 2: What report tools are being used for OFF? SQL Report Writer or BI Publisher?
Answer: Oracle Discoverer, SQL Report Writer.
Question 3: Where would users be connecting to access the reports? OFF or MIDAS system? Or both?
Answer: Both.
Question 4: Will reports be located in the OFF or MIDAS system? Or both?
Answer: Reports will be in MIDAS, created from Oracle and other external data.
Question 5: D. Independence/Conflict of Interest. What does it mean "must be independent of NBC?"
One of our firm’s subcontractors supports the NBC on a small task order coming to an end
Page - 3 this month with NBC in Denver, and started a small multi-year contract with NBC in Reston this spring. Will the subcontractor’s work efforts supporting NBC on these other unrelated clients represent a conflict of interest for the work to be performed for MCC?
Answer: Must not be an employee of NBC.
Question 6: F.2 Place of Performance. Last paragraph mentions "Tools purchased by the Contractor for use on this task." What tools are contemplated that would need to be purchased?
Will the contractor purchase these for reimbursement as an Other Direct Cost (ODC)? Is there a budget established for ODC's?
Answer: If a database/interface is created by the contractor based on an inherent need, then the contractor will be reimbursed ODC. MCC, however, does not anticipate any such needs for this SOW. Therefore, there is no budget established for ODC.
Question 7: Our resources are located in DC and Denver. Given the multiple hosting locations, is it acceptable for our development resources to work on-site out of the NBC offices in Denver, CO, or to work remotely?
Answer: Services are REQUIRED on-site in Washington DC.
Question 8: What type of dedicated support will the contractor receive from MCC to gain the necessary systems access to the NBC and CSC/BAH hosted systems?
Answer: The contractor will receive a POC from the Division of Finance to gain access to the required systems.
Question 9: The hours on this solicitation is shown as a maximum per year but the description cites it is a time and materials contract. Is it correct to assume that there is no materials reimbursement in this solicitation?
Answer: Correct – there is no materials reimbursement.
Question 10: Is it correct to assume that all contractor work will cease when the maximum hours are reached in each year?
Answer: Yes. Unless MCC believes that additional effort is required and funding is available, the maximum hours are a cap for each year.
Question 11: The areas for reporting and evaluation are very broad; with the limited total hours will the areas be prioritized before the contractor begins work?
Answer: Yes
Question 12: How many managers will be included in the project? How many will be included in the identification of information and reporting needs?
Answer: MCC forsees one MCC manager coordinating the work activities of one contractor consultant. The exact number of MCC managers included in the identification of information and reporting needs is unknown.
Question 13: Training is mentioned as a requirement in the solicitation, how many people will be trained? What subjects will be included in the requirement? Will the training be for the new processes and reports developed? Is the requirement to teach in-house staff to research, identify and develop new reports and measurements?
Answer: The exact number of MCC people to be trained is unknown at this time. The subject of the training will cover how to access, manipulate, and run reports. Yes, the training will
Page - 4 cover any new processes and reports developed. Training will be scheduled in coordination with the contractor and COTR.
Question 14: This solicitation is T&M based solely on labor hours, is there a mechanism to cover the cost of student materials and training support costs?
Answer: Training will be a component of the labor hours. There is no mechanism to cover the cost of student materials and training support costs as MCC does not believe they will be necessary. Training needs will be coordinated with the COTR as needed.
Question 15: Has there been a survey of the management requirements conducted? If not, will this be a deliverable?
Answer: No, this will be a deliverable of this solicitation
Question 16: Can work be performed offsite? Will electronic access be available for researching existing data elements? Will there be government personnel available to assist in the development of the requirements and report format?
Answer: Work must be performed on site. Electronic access will be available for existing data and there will be government personnel available to develop additional requirements.
Question 17: Will the contractor have direct access to government personnel for research and development of the requirements and reports?
Answer: Yes.
Question 18: Is it correct to assume that information and support will be available from NBC and BAH as needed to meet the designated projects?
Answer: Yes.
Question 19: Reports identification, design, and programming depends on factors the contractor cannot control, will there be a government person dedicated to this effort with the authority to solve problems and reprioritize the availability of government resources?
Answer: Yes.
Question 20: Has there been any form of information and reports need surveys already conducted? Has there been any type of overall enterprise assessment to review the mission, vision and goals? Will all of this information be available to the contractor?
Answer: Yes. All of this will be provided to the awardee.
Question 21: There is mention of working with government personnel to develop and prioritize requirements, have these individuals been identified? Will the contractor have access to these individuals on a regular basis?
Answer: Yes.
Question 22: Is it envisioned whether the contractor will work with government personnel to develop the requirements or will it be expected that the contractor will do this work predominantly alone?
Answer: This will be a joint effort.
Question 23: Since this RFP is 100% small business, does the business actually have to be certified as a small business?

Answer: Section K – Representations, Certifications, and Other Statements of Offerors allow the offerors to self-certify their business size standard.
Question 24: How many consultants do you foresee hiring for this project? Is each consultant a contract or is a firm considered a contract?
Answer: The resulting contract will be for a not-to-exceed 1,248 hours per period of performance.
For efficiency, effectiveness, and consistency purposes, MCC foresees a single consultant assigned to perform the requirements. Only one contract is contemplated.
Question 25: Can you confirm that 1,248 hours will be maximized per consultant and that if there are multiple consultants it will still be 1,248 per each consultant?
Answer: See answer to Question 24.
Question 26: Will you be hiring more than 1 consultant from a particular firm?
Answer: See answer to Question 24.
Question 27: What pages of the RFQ should we return to you?
Answer: You should return: 1) the completed and signed pages 1-4; 2) Section K –
Representations, Certifications, and Other Statements of Offerors (unless you are registered in ORCA, the On-line Representation and Certification Application), and 3) information sufficient to evaluate your offer in accordance with the Evaluation Factors listed in Section M. See Section L – Instructions, Conditions, and Notices to Offerors for a more detailed description of the submission requirements.
Question 28: Can the RFQ be submitted via email?
Answer: See paragraph L.8, Proposal Submission.
Question 29: When will a decision be made on this RFQ?
Answer: On or about 09/30/09.
Question 30: Will travel expenses be reimbursed for this RFQ that are incurred by the vendor?
Answer: MCC does not anticipate that travel will be required. However, if travel is required, MCC will reimburse it.
Question 31: Is the Unit Price to be quoted as the hourly rate or the monthly cost for services:
Answer: The hourly rate.
