About this file
This is a Questions and Answers document for Morgan Community College's RFP 2027-01 regarding Strategic Enrollment Planning services. The college seeks an external consultant to develop a comprehensive Strategic Enrollment Plan with associated deliverables and playbooks. The scope includes analyzing enrollment data, conducting market research, identifying enrollment challenges and opportunities, and providing recommendations across multiple areas including academic program portfolio, delivery modality, financial modeling, and marketing strategy. MCC anticipates completing most or all deliverables by late summer or fall 2027, with no rigid institutional deadlines tied to the engagement. The college expects the selected consultant to outline the number of in-person site visits required in their proposal, with the option to itemize additional visits at a per-visit cost. MCC will collaborate with the awarded vendor to establish an internal Strategic Enrollment Management Council, and the college has indicated flexibility regarding budget to ensure full project scope fulfillment.
The college will provide enrollment, completion, student-success, financial, program, and marketing data spanning multiple years of historical records, though vendors are expected to conduct their own due diligence on market data. MCC operates across an 11,500-square-mile service area with five distinct campus/site locations but focuses primarily on institution-wide strategy with analysis encompassing all centers. The vendor will have direct access to raw historic applicant and student data files from systems currently in place including Recruit, Banner, and EAB Navigate 360. MCC expects the consultant to provide post-delivery support for implementation, monitoring, and change management, which may be itemized separately in the proposal. Insurance requirements mandate that the State of Colorado be named as an additional insured at the time of award, though evidence of current insurance coverage is sufficient at the proposal stage. The college's primary enrollment challenge involves a large concurrent enrollment population and seeks strategies to increase non-CE student percentages while growing overall institutional enrollment.

MCC-RFP-202701
Strategic Enrollment Planning Q&A
1. What budget or budget range has Morgan Community College established for this engagement?
a. MCC is flexible regarding budget to ensure the scope of the project is fulfilled.
2. Has MCC previously engaged an external consultant for strategic enrollment management, strategic enrollment planning, recruitment, retention, student success, or related institutional planning?
a. No.
3. What is MCC’s desired timeline for completion of the Strategic Enrollment Plan and associated deliverables? Are there institutional planning, budgeting, board, accreditation, or other deadlines the selected consultant should plan around?
a. There is some flexibility, but our hope is we would have most or all deliverables by late summer 2027 / fall 2027. The work with this SEP is not tied to any other deadlines.
4. What enrollment, retention, completion, student-success, financial, program, marketing, and market data does MCC anticipate making available to the selected consultant, and how many years of historical data are available?
a. MCC can provide enrollment, completion, student-success, financial, program, and marketing data. MCC can provide some market data, but MCC would expect vendor to complete their due diligence in this area to provide MCC their perspective on this for the purpose of strategic enrollment management.
5. Does MCC expect the selected consultant to conduct primary research as part of the engagement, such as surveys, interviews, focus groups, or listening sessions with prospective students, current students, employees, employers, alumni, or community stakeholders? If so, does MCC have expectations regarding the audiences, number, or format of these activities?
a. MCC has no expectations in this area and will expect vendor to determine their plan to develop a SEP for MCC.
6. At what level of detail does MCC expect multi-year enrollment projections to be developed? For example, should projections be provided by student type, academic program, location, modality, geographic market, demographic segment, or another classification?
a. Yes, MCC would expect this level of detail in the SEP.
7. Approximately how many stakeholders does the College anticipate involving in the planning process, and what types of stakeholder groups should offerors assume will participate?
a. MCC will take the lead from the selected vendor. It is anticipated the main planning group would be smaller with opportunities for other stakeholders (Faculty and Staff) to have input and feedback.
8. What role does MCC expect the selected consultant to play after delivery of the Strategic Enrollment Plan and playbooks? Should offerors include support for initial implementation, monitoring, change management, or execution of specific recommendations, or is the engagement expected to conclude upon final delivery and training?
a. MCC would expect the vendor to provide some additional support after the SEP is developed. This might be an item the vendor itemizes as a part of the proposal.
9. What are the most significant enrollment challenges or opportunities MCC hopes this planning process will address? Are there particular student populations, geographic markets, programs, campuses/sites, or stages of the student lifecycle that are current priorities?
a. MCC has a large concurrent enrollment population. Minimally, MCC would like to increase the percentage of non-CE students. Beyond this, MCC expects the vendor to provide the team with a plan to grow and maintain student enrollment as a whole.
10. Does MCC anticipate that any portion of the engagement will be conducted in person? If so, approximately how many on-site visits should offerors assume for pricing purposes, and at which MCC locations would in-person engagement be expected?
a. Yes, MCC expects some in-person engagement. However, there is not an expected number of in-person site visits. MCC would expect the vendor to outline the number of visits in their proposal. This might be an activity which the vendor would include “x” visits and then itemize additional visits at a per visit cost.
11. Within the scope of identifying enrollment strategies, what level of analysis does MCC expect around academic program portfolio, delivery modality, tuition/pricing, financial aid, and revenue? Should offerors assume that recommendations in these areas will require detailed financial or market modeling?
a. MCC expects analysis on program portfolio, delivery modality, financial and market modeling.
12. What level of marketing assessment and strategy does MCC expect within the Strategic Enrollment Plan? Should the selected consultant evaluate current marketing strategy, channels, messaging, brand, media investment, and performance, or should marketing recommendations remain at a higher strategic level?
a. MCC would expect vendor to evaluate current marketing strategy, channels, messaging, brand, media investment, and performance.
13. For purposes of Section 5.A.i, how does MCC define the requested “success rate of former clients,” and what types of outcomes or evidence would MCC prefer offerors to provide in response?
a. MCC would consider satisfaction of previous clients and SEPs providing ROI to their clients.
14. Section 5 states that proposals must include a Certificate of Liability Insurance indicating MCC and the State of Colorado as insured parties, while Section 3 states that the awarded Offeror must provide evidence of insurance prior to contract execution. At the proposal stage, is evidence of the Offeror’s current insurance coverage sufficient, or must MCC and the State already be named as additional insureds?
a. At the proposal stage, evidence of the offeror’s current insurance is sufficient. Upon reward, offeror will then need to produce a COI showing the State as additionally insured.
15. Mandatory Qualification Requirements: Section 3.C, Mandatory Requirements, does not identify any specific requirements, while Section 6.C states that mandatory qualification requirements will be evaluated on a Met/Not Met basis.
Please confirm whether the mandatory qualification requirements are limited to the Accessibility Requirements in Section 3.A and Insurance Requirements in Section 3.B or identify any additional mandatory qualification requirements Offerors must meet.
a. Confirmed: mandatory qualification requirements are limited to 3.A and 3.B compliance. However, for the most comprehensive proposal, please refer to section 6.C.iii; evaluation criteria.
16. What Customer Relationship Management (CRM) system (e.g., Slate, Salesforce) and Student Information System (SIS) (such as Ellucian Banner/Colleague used within the Colorado Community College System) are currently in place at MCC?
a. MCC and CCCS currently use Recruit, Banner and EAB Navigate 360.
17. What preliminary data collection, student journey mapping, or strategic planning work has MCC completed prior to issuing this RFP that the vendor could build upon rather than duplicate? Are there existing retention task force findings, marketing audits, or regional market studies (i.e., academic program demand, price sensitivity, brand/perception) available for review during Phase 1 Discovery?
a. MCC does not have any preliminary information for a vendor to build on.
18. Given MCC's 11,500-square-mile service area across five distinct campus/site locations (Fort Morgan, Burlington, Limon, Wray, and Bennett), will the enrollment projections and action playbooks need to be disaggregated by specific physical location, or is the focus primarily on an institution-wide strategy?
a. Most of MCC’s enrollment is in the Fort Morgan / Morgan County area.
However, MCC does expect an analysis that encompasses the Centers in the plan.
19. How is institutional data managed between MCC and the broader Colorado Community College System (CCCS)? Will the vendor have direct access to raw historic applicant/student data files, or will data extraction rely on pre-built system-level reports?
a. Vendor should have access to raw data.
20. Section 4.A.iv.b calls for establishing an internal Strategic Enrollment Management
Council. Has a preliminary steering committee or governance group already been identified to be named to the Council? If so, what functional areas are represented?
a. No. MCC plans to collaborate with the awarded vendor to form this committee.
21. Can you please clarify if MCC and the State should be named as additional insured rather than insured parties?
a. That is correct, the State should be named as additional insured.
