About this file

This is a technical specification document and invitation for bids for Goochland County Public Schools to replace the Motor Controls Center (MCC) at Goochland High School located at 3250 River Road West, Goochland, VA 23063. The project scope includes removal of existing MCC-1 and MCC-E units, installation of two replacement power distribution panelboards, new conduit and wiring as required, and replacement of all controls with combination motor starters that extend control circuits to the existing Building Automation System (BAS). The work must be performed during limited construction hours as defined in the Invitation for Bids, with strict restrictions on utility interruptions requiring at minimum two weeks advance notice and written Owner permission. The contractor must coordinate with the occupied facility to minimize disruptions to day-to-day operations while maintaining temperature control, ventilation, lighting, and electrical power services. Demolition of existing equipment cannot begin until replacement equipment is in the contractor's possession, with confirmed shipment or manufacturer receipt required as evidence. A preconstruction conference will be held no later than 15 days after execution of the Agreement, and a project closeout conference will occur no later than 15 days prior to Substantial Completion.

The contract specifications establish comprehensive administrative procedures including a detailed schedule of values, submittal requirements with ten business days for initial review and ten days for resubmittals, monthly Applications for Payment coordinated with a Contractor's construction schedule updated at biweekly progress meetings, and progress cleaning requirements throughout the project duration. The contractor must provide performance and payment bonds, certificates of insurance, and submit multiple administrative documents prior to the initial Application for Payment. Special attention is given to cutting and patching procedures to prevent damage to structural elements, with the contractor responsible for restoration of surfaces and finishes to match existing conditions. Storage of materials and equipment off-site and on-site requires separate line items in the schedule of values, with on-site storage requiring certificates of insurance and evidence of title transfer to the Owner. Substitution requests must be submitted no later than 15 days prior to required preparation time for cause-related changes, while convenience substitutions are only considered within 10 days after Notice to Proceed.
