About this file

This document is a Draft Purchase Description (PD) for a water- and wind-resistant nylon fabric intended for use in Department of Defense end-items, particularly extreme cold weather clothing. The fabric specification covers three color classes: Urban Gray 505, Tan 499, and Coyote 498, with detailed technical requirements including 100% nylon composition, maximum weight of 3.3 ounces per square yard, specific breaking and tear strength minimums, air permeability, moisture vapor transmission rate, and rigorous color and durability standards.

Marine Corps Systems Command is conducting an industry review of this draft specification, inviting comments from vendors and academia until 09/18/25. Comments should be submitted to lee.a.charpentier.civ@army.mil using the Consolidated Comments Form. The document emphasizes encouraging a broad vendor base and accommodating various design solutions. One known fabric source mentioned is Nextec (Epic fabric), though the notice stresses this is not a solicitation and serves only as an opportunity for technical review and feedback.

1/ Testing consists of AATCC TM135 (see 3.3.1.1) followed by the specified assessment method.

3.3.1.1 Laundering. Laundering method AATCC TM135 using options 1, V, A.i (Normal/Cotton Sturdy, 60 ±3℃[140±5℉], Tumble dry cotton sturdy) with AATCC Detergent (non-phosphate). To eliminate build-up of residual detergent, the last cycle shall be run without detergent.

3.3.1.2 Visual matching (all types and classes). Unless otherwise specified in the contract or order (see 7.3), the color and appearance of the fabric shall match the standard sample when viewed using the AATCC EP 9, Option C, (see 7.6) with a primary light source simulating the spectral quality of average daylight, CIE Illuminant D65, with a color temperature of 6500 (± 200) Kelvin (K) illumination of 100 (± 20) foot candles. Alternatively, the color and appearance of the fabric shall match the standard sample with a primary light source simulating artificial daylight, CIE Illuminant D75, with a color temperature of 7500K (± 200) illumination of 100 (± 20) foot candles in lieu of D65. (See 7.6). The fabric shall also be a good match to the standard sample with a secondary source simulating the spectral quality of incandescent lamplight, CIE Illuminant A, with a color temperature of 2856K (± 200).

3.3.1.3 Toxicity. The finished fabric shall not present a health hazard and shall show compatibility with prolonged direct skin contact with requirements as specified in 40 CFR § 798.2250, Dermal Toxicity, and 40 CFR § 798.4100, Dermal Sensitization. Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens shall not be used. When the toxicity requirement can be demonstrated with historical use data, toxicity testing may not be required on the finishing treatments used. If dermal toxicity testing is required (see 7.3), it should be conducted in accordance with Title 40 CFR, applicable sections, which are consistent with OECD Guidelines for the Testing of Chemicals, Section 4, Test Nos. 404 and 406 (see 7.7).

3.3.1.4 Spectral reflectance. Spectral reflectance shall be as specified in 3.3.1.4.2, 3.3.1.4.3 or 3.3.1.4.4, as applicable to the class being assessed. Spectral reflectance data shall be determined on the face side and shall be obtained from 600 to 860 nanometers (nm) at 20 nm intervals on a spectrophotometer relative to the polytetrafluoroethylene (PTFE) family of compounds, the preferred white standard. Other white reference materials may be used provided they are calibrated to absolute white or vitrolite tiles. The spectral band width shall be less than 20 nm at 860 nm. Reflectance measurements shall be made by either the monochromatic or polychromatic mode of operation. When the polychromatic mode of operation is used, the spectrophotometer shall operate with the specimen diffusely illuminated with the full emission of a continuous source that simulates either CIE Source A or CIE Source D65. Measurements shall be taken on a minimum of two different areas and the data averaged. The measured areas should be at least 6-inches away from the selvage. The specimen shall be measured as a single layer, backed with six layers of the same fabric and shade. The specimen shall be viewed at an angle no greater than 10 degrees from normal, with the specular component included. Measurements shall be taken on a minimum of two different areas. Specimens shall be oriented in different directions during testing. When possible, the specimens tested shall not contain the same warp or filling yarns/wales or courses when presented to the sample port. The standard aperture size used in the color measurement device shall be 1.0 to 1.25 inches in diameter. Any color having spectral reflectance values falling outside the limits at four or more of the wavelengths specified shall be considered test failure. Photometric accuracy of the spectrophotometer shall be within one percent and wavelength accuracy within two nm.

3.3.1.4.1 Accelerated laundering. In preparation for the Spectral Reflectance Durability Test, the cloth shall be laundered separately in accordance with AATCC TM61 (Option 3A) except that a 4-gram sample size shall be used and that the procedure shall be conducted using ten stainless steel spheres and the 1993 AATCC Standard Reference Detergent without optical brightener. The samples shall then be evaluated for spectral reflectance. A sample size large enough to evaluate the spectral reflectance shall be used.

3.3.1.4.2 Spectral reflectance Class 1, Urban Gray 505. The spectral reflectance for Class 1 shall conform to the requirements specified in Table II, initially and after laundering, when tested as specified in 3.3.1.4.
