Title: Mayor’s Office of Prevention, Intervention and Opportunity: E-Sports Play & Career Exploration RFP

1. INTRODUCTION

LATE PROPOSALS WILL NOT BE ACCEPTED

The City of Cleveland invites responses to the Request for Proposal (RFP) for Mayor’s Office of

Prevention, Intervention and Opportunity: E-Sports Play & Career Exploration RFP.

We ask that you strictly adhere to the following critical guidelines outlined in this document.

1.1. Summary

The City of Cleveland, through the Mayor’s Office of Prevention, Intervention and Opportunity

(MPIO), is soliciting proposals to provide 38 weeks of a citywide Out of School Time (OST) E-

Sports career exploration and programming for youth in six Neighborhood Resource and

Recreation Centers (NRRCs):

Fall Session: September 2026 – December 2026

Winter Session: January 2027 – March 2027

Spring Session: March 2027 – May 2027

Summer Session: June 2027 – August 2027

Services should target City of Cleveland school-age youth, and should align with the priorities of the Municipal Cabinet for Children and Youth. The City is seeking proposals from entities qualified to implement culturally relevant, evidence-based or research-based programs. Only established providers will be considered. Programs must provide supporting documentation and evidence of past program success. Qualified providers must demonstrate their capacity to provide services to youth ages 8-18.

1.2. Background

Only established evidence-based or research-based programs aligned with national best practices for OST programming will be considered. Qualified providers must clearly identify and share in their proposal the:

• program design,

• method of program delivery,

• age range targeted,

• any specific space requirements for the programming proposed

• evidence of previous successful program outcomes

• assessment tools used to monitor and evaluate the program – including a participant assessment and a program observation

• a recruitment and retention plan, including at least two community organizations or events targeted for recruitment

• a calendar of events, including any program orientation nights before the start of a program season, culminating events or community service projects

Title: Mayor’s Office of Prevention, Intervention and Opportunity: E-Sports Play & Career Exploration RFP

• a membership or registration form to be completed by the caregivers of youth participants (must include: birthdates, addresses with zip codes, health concerns, and emergency contact numbers)

• expected outcomes and alignment with City objectives, including the priorities of the

Municipal Cabinet for Children and Youth

In addition, program providers will be expected to:

• provide seasonal reports that clearly identify the high-quality programming outcomes, and how those outcomes are measured

• keep attendance updated on a daily basis

• conduct recruiting efforts, supply flyers and participate in registration activities

• share data as requested, such as in-kind funding, costs per participant, annual reports, and assessment data

• communicate any program closures to the MPIO point-person and the community space point-person both via phone and email, as soon as possible

• provide testimony and be available for council and council committee hearings

• share success stories each season that highlight the benefits of the program to the participant(s), the family, or the community

• participate in any MPIO-led trainings and/or orientations

The proposal must also demonstrate the provider’s capacity to provide services in six NRRCs with trained staff on site during program hours. Programs should be high-quality and designed to support youth ages 8-18. Providers are not required to address all ages, but should identify specific age groups they anticipate serving if it’s more restrictive than ages 8-18. Programs should support and champion participation by youth with disabilities, and share how they will do so in their proposals.

Proposed programs should be inclusive OST programs which provide the opportunity for all individuals to improve their social skills while gaining new experiences in a safe environment.

The goal is that all people—regardless of race, ethnicity, age, income level, physical ability, sexual orientation, gender identification, or religion—can take advantage of high-quality programs, facilities, places and spaces that make their lives and communities great.

Programs should be offered year-round, for 38 weeks during the following sessions:

Fall Session: September 2026 – December 2026

Winter Session: January 2027 – March 2027

Spring Session: March 2027 – May 2027

Summer Session: June 2027 – August 2027

Awards will be based on the following factors:

2. SCOPE OF WORK

2.1. Scope of Services

The City of Cleveland believes that we can help our youth build resilience skills, promote healing and wellness, create safe spaces to build deeper community, and provide them with the tools they need to thrive and live quality lives. MPIO believes this can best be achieved through a network of high-quality opportunities for our youth, emerging adults, and their families, which includes access to high-quality Out-of-School Time (OST) programs. According to the Ohio Afterschool

Network, kids who participate in high-quality OST programming have higher graduation rates and are less likely to participate in high-risk or illegal activities. Additionally, 82% of parents surveyed said OST programming helped their children develop real-world life skills that will help them in school and the workforce.

The City of Cleveland is seeking a vendor to provide E-Sports OST programing that aligns with the City’s violence-prevention efforts and appropriately responds to the needs of our youth and communities. C. Proposal as a Public Record

Under the laws of the State of Ohio, all parts of a proposal, other than trade secret or proprietary information and the fee proposal may be considered a public record which, if properly requested, the City must make available to the requester for inspection and copying. Therefore, to protect trade secret or proprietary information, the proposer should clearly mark each page - but only that page - of its proposal that contains that information. The City will notify the proposer if such information in its proposal is requested, but cannot, however, guarantee the confidentiality of any proprietary or otherwise sensitive information in or with the proposal. Blanket marking of the entire proposal as “proprietary” or “trade secret” will not protect an entire proposal and is not acceptable.

Title: Mayor’s Office of Prevention, Intervention and Opportunity: E-Sports Play & Career Exploration RFP

Failure to Comply When determining the contractor’s future eligibility for a City contract, the City shall consider a contractor’s failure to comply with the representations of its proposal and the requirements under the Code as a failure to faithfully perform a contract.

(FBEs), and Cleveland- area small businesses (CSBs) by providing and enhancing economic opportunities to participate in City contracts. Accordingly, a proposer is strongly encouraged to utilize the services of qualified MBE/FBE/CSB sub-consultants that are certified by the Mayor’s Office of Equal Opportunity (the

“OEO”) in its proposal.

b. The standard subcontracting goal for professional services contracts is 10%

These schedules identify the proposer’s proposed use of MBE, FBE and CSB sub-consultants on the project, which evidences the proposer’s good-faith effort to obtain the participation of certified sub-consultants. The proposer shall submit the completed forms with its proposal and they will be forwarded to the City’s Office of

Equal Opportunity for evaluation. Failure to submit complete schedules may result in the rejection of a proposal.

Proposers may obtain a listing of firms certified by the OEO as CSBs, MBEs and

FBEs by checking the City’s website at http://www.city.cleveland.oh.us. On the home page, select “Office of Equal Opportunity” from the drop-down menu of City departments. On the Office of Equal Opportunity page, you will find a selection in the left-hand column for “CSB/MBE/FBE Registry”.

Proposers are responsible for obtaining the most current list and for contacting potential CSB/MBE/FBE sub-consultants. The City assumes no responsibility for matching prime consultants with qualified, certified MBE, FBE, and/or CSB sub-consultants.

The City Office of Equal Opportunity will monitor participation of MBE, FBE, http://www.city.cleveland.oh.us/

Title: Mayor’s Office of Prevention, Intervention and Opportunity: E-Sports Play & Career Exploration RFP and/or CSB sub-consultants throughout the duration of the engagement or project. The successful proposer, as contractor, will be responsible for providing the
