I. PROJECT SUMMARY AND OVERVIEW
HomeAid Hawaii (“HomeAid”), as a Hawaii-based nonprofit developer, is committed to providing vital assistance to the State of Hawaii (the “State”) for the residents of Maui who have been deeply affected by the recent devastating fires. The natural disaster has caused unprecedented destruction, claiming lives, displacing families, and leaving a significant number of homes, businesses, community buildings, and historic sites in ruins.
In response to this urgent situation, HomeAid is acting as a Master Development Coordinator in partnership with the State of Hawaii (the “State”), and in coordination with Maui County (the “County”) and the Federal Emergency Management Agency (“FEMA”) to immediately develop up to 2,000 new homes. The purpose of this Request for Qualifications (“RFQ”) is to screen for eligibility requirements and determine the most suitable options for the County and its residents looking to have a say in their housing solutions.
The purpose of these new homes is to provide the displaced individuals, couples, and families with short- and long-term housing solutions. The unit mix of the housing is to include studios, one-bedroom, two-bedroom, three-bedroom and multi-generational area programming.
The specific land locations, site layout and unit count will be determined by HomeAid as it works with the State, County, and displaced persons.
More specifically, these new homes are meant to be relocatable within two – thirty years;
however, they are designed to meet permanent Maui County building codes including wind and seismic requirements. In accordance with The Modular Building Institute, such homes are “relocatable” i.e., completely constructed homes designed to the building codes and assembled in a controlled manufacturing facility through the modular construction process.
The key feature here is that the home can be relocated several times within the up to thirty-year period and are designed to be either easily disassembled to transport and/or designed as transportable modules that can easily be transported. Your offering must describe the type of assembly/disassembly, the method and equipment of transport utilized. Vendors must show knowledge of Maui County requirements necessary to successfully relocate home within multiple locations.
Alternatively, this RFQ will consider housing providers that provide homes based on the permanent modular construction (PMC) model i.e. it follows a process that utilizes offsite and lean manufacturing methods to prefabricate either single or multi-story structures in modular sections that are integrated into an existing structure or built to stand independently with MEP interior finishes, fixtures, and appliances; or whether their offering. The design must consider the modular assembly / disassembly and transportation process between multiple sites.
This Request for Qualifications (“RFQ”) is to request detailed information from suppliers, Page | 3

vendors, construction companies, and general providers (collectively “Home Providers”) about their products, to accertain their ability to provide a quality home for displaced individuals and families. It is also meant to provide Home Providers the process in which they may be considered by HomeAid, the State, County and/or Federal Government for any housing project that will make use of current or future Emergency proclamations (“EP”) or the use of any public funding.
For any Home Provider to be considered, they must respond to this RFQ and utilize HomeAid as the main conduit of communication regarding the Maui Housing Initiative.
II. PROJECT LOCATIONS
HomeAid is working with the County and State to review and qualify potential future community sites throughout Maui. While specific sites have not been affirmed for development at the time of this RFQ, submitting Home Providers should anticipate multiple community locations with average densities ranging between 80 to 500 dwelling units.
III. DEVELOPMENT MILESTONE SCHEDULES

CM&D is administering the RFQ with the goal of creating a short list of qualified Home Proviers as quickly as possible to then move to individual Requests for Proposals (“RFPs”) as each community site, unit mix, and density are established by HomeAid.
