The coils shall be assembled into individual rows to suit the length and width of the mattress size specified. The core (innerspring) shall be designed to extend to the full length and width of the finished mattress (see Table II). The tolerance for the core when inside a finished mattress shall not recede more than 1/2 inch in the length direction on each side nor more than 1/4 inch in the width direction on each side when measured from the mattress stitch line. The coils shall be permanently secured to provide long-term structural stability. Core design such as pocketed innerspring coil assembly may be used. The pocketing material shall be made of durable, flame resistant material.
3.3.1.4 Insulator pad. The insulator pad shall be placed over each sleeping surface of the innerspring core to insulate the upholstery from the core. The insulator pad shall be made of flame resistant material.
3.3.1.5 Upholstery. The upholstery panel shall consist of durable flame resistant ticking stitched to cushioning and backing material with multi-needle quilting, using a commercial quilt pattern. The ticking for each sleeping surface shall be cut in one piece without fabric splices. The flange shall be continuously stitched to one of the upholstery panels. This panel shall be placed over an insulator pad and attached to the sides every 4 to 6 inches around the perimeter of the mattress.
3.3.1.6 Flange. The flange shall be made of durable flame resistant material. The flange shall be made of not more than two pieces of material with the ends spliced and sewn together in a continuous manner leaving no breaks in uniformity and finish. The ends of the flange shall overlap a minimum of six inches.
3.3.1.7 Border. The ticking for the mattress border shall be made of not more than two pieces of ticking with the ends spliced and sewn together in a continuous manner leaving no breaks in uniformity and finish. 5. PACKAGING
5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or purchase order (see 6.2). When actual packaging of material is to be performed by DoD personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the Inventory Control Points’ packaging activity within the Military Department’s System Command. Packaging data retrieval is available from the managing Military Department’s of Defense Agency’s automated packaging files, CD-ROM products, or by contacting the responsible packaging activity. For preservation of mattresses see section 3.3.2.9.
6. NOTES

6.2 Acquisition requirements. Acquisition documents shall specify the following:
a. Title, number, and date of this specification.
b. The issue of DoDISS to be cited in the solicitation and the specific issue of individual documents referenced.
c. When first article inspection/testing is required.
d. Sizes of mattresses required.
e. When off-gas testing is required.
f. When review of MSDS, any toxicological tests, spread sheet (component quantity (weight) and location in mattress), and samples of each component are required (see 3.3.1 & 6.4).
g. Packaging requirements.
6.3 Definitions. The following definitions, adopted from the Code of Federal Regulations - Title 16, Volume 2, Part 1632, with modifications, apply for the purpose of this purchase description.

e. Flange is a strip of material secured to the perimeter of an upholstery panel to secure to the innerspring core.
f. Insulator pad means one or more layers of a cushioning system between the upholstery and mattress core and may consist of foam, cotton batting, or other cushioning materials.
g. Tape edge means the seam or border edge of a mattress.
h. Quilted means stitched with thread or by fusion through the ticking and one or more layers of upholstery material.
i. Surface means one side of a mattress that can be tested.
j. Border is the material that forms the side panel that surrounds the perimeter of the mattress and defines its depth.
6.4 Off-gas submarine material control program. Materials installed in submarines are controlled to prevent off-gasing, which contaminates the atmosphere and could result in health hazards to personnel or deleterious effects on machinery. The Navy will evaluate for any potentially problematic substances of known or suspected human carcinogens, reproductive hazards, or dermal irritation/sensitization that could constitute a source of exposure to users of the mattress or possibly off-gas into occupied areas of the submarine. When the mattress and its components are considered acceptable, they will be assigned a usage category of permitted or limited.
