About this file
This is an Award Decision/Determination of Responsibility memorandum for a Federal Bureau of Prisons mattress procurement at FCI Leavenworth. The acquisition is set-aside for small business concerns under NAICS 337910 with a small business size standard of 1,000 employees. All vendors were verified as small businesses through www.SAM.gov prior to award. The Government evaluated quotations based on two primary factors: price and past performance on a Go/No-Go basis. Past performance evaluation criteria included timeliness of deliveries and order accuracy and completeness, with vendors assessed for documented late delivery instances through CPARS evaluations and contracting officer communications, as well as evidence of recurring issues such as missing or incorrect items. All vendors received "Go" ratings for past performance with no recent terminations for cause and demonstrated satisfactory integrity and business ethics records.
The contract award is for 1,900 mattresses at a total price of $103,800.00, with American Bedding MFG. selected as the lowest-priced vendor. The required delivery schedule is 30 days ARO (after receipt of order), which is standard and achievable. The Government made one award per line item based on best value, which was determined by price after all vendors passed the Go/No-Go past performance and small business size requirements. The Contract Specialist, Kathleen Wood from FCI Leavenworth, made affirmative responsibility determinations for all vendors in accordance with FAR 9.104-1, confirming adequate financial resources, compliance capability with delivery schedules, satisfactory performance records, integrity, necessary organization and technical skills, and required production and technical equipment for this one-time delivery order. The RFQ number is 15B40826Q00000012, BPQ number is 15B40826PR000566, and Purchase Order number is 15B40826P00000159, dated April 28, 2026.

Set Aside:
As stated in the Request for Quote, this acquisition is set-aside for small business concerns. The NAICS for this requirement is 337910 with a small business size of 1,000 employees.
ALL VENDORS were verified to be a small business in accordance with NAICS 337910, small business size of 1,000 employees. See file for www.SAM.gov verification prior to award.
Evaluation Factors:
• 52.212-2, Evaluation-Commercial Products and Commercial Services The Government anticipates and intends to make an award based on pricing per line item and past performance.
Awards will be made to the responsible Quoter(s) whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below.
(1) Price – The Government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable.
(2) Past Performance – Go/No-Go Evaluation - The Government will evaluate the Quoter’s past performance on a Go/No-Go basis. The assessment will be based on the following criteria:
• Timeliness of Deliveries: The offeror must demonstrate a consistent record of on-time deliveries. Documented instances of late deliveries, including Contractor Performance Assessment Reporting System (CPARS) evaluations and communications with other Contracting Officers, will be reviewed. A history of substantial delivery delays will result in a “No-Go” determination.
http://www.sam.gov/
• Order Accuracy and Completeness: The offeror must show a track record of delivering complete and accurate orders. Evidence of recurring issues such as missing or incorrect items – supported by customer complaints, returns, or input from other Contracting Officers – will be considered. A pattern of incomplete or inaccurate deliveries will result in a “No-Go” determination.
Only offerors receiving “Go” rating under this factor will be considered eligible for award.
Past Performance:
ALL VENDORS must also have a good past performance with no recent Termination for Causes. See file for www.SAM.gov responsibilities and determinations.
Therefore, all vendors have received a “Go” rating and will be eligible for any awards.
Price:
With the final pricing of all contractors, the abstract below represents the best price per line item.
See abstract below:
Line Item
Item Description Quantity Total Award Price
Lowest Vendor
1 Mattresses 1,900 $103,800.00 American Bedding MFG.
Best Value Analysis:
All vendors were reviewed for “go/no-go” ratings for small business size and past performance prior to price. As they received “Go” ratings for each size and past performance, best value is now based on price.
In accordance with the solicitation, the Government will make one award, per line item.
Therefore, the vendor with the best value will be awarded the line item listed above.
