About this file
This document is a Sources Sought notice from the Department of the Interior, Bureau of Indian Affairs (BIA) regarding a planned re-procurement of regional construction Multiple Award Task Order Contracts (MATOCs). BIA is conducting market research to identify Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) that provide construction services in various disciplines, including general contracting, roofing, HVAC, electrical, paving, and prefabricated buildings.
BIA is interested in learning about Indian-owned vendors working in these construction specialties for projects up to $5 million in value. Interested vendors are required to complete a questionnaire and provide a list of recent projects. The information gathered will be used to set aside the MATOCs for IEEs or ISBEEs. The anticipated solicitation for the MATOCs will be released at a later date. Responses to this Sources Sought notice are due by December 1, 2024.

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR
PROPOSALS OR INVITATION FOR BID. THERE IS NOT A SOLICITATION,
SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME.
The Department of the Interior, Indian Affairs is conducting market research to prepare for re-procuring contracts for regional construction projects. These Multiple Award Task Order Contracts (MATOCs) will serve as “parent contracts” under which Indian Affairs organizations (mostly Bureau of Indian Affairs and Bureau of Indian Education) will acquire construction services for projects under $5M during the five-year period of performance of the MATOCs.
Indian Affairs plans to set these MATOCs aside for Indian Economic Enterprises (IEEs) or Indian Small Business Economic Enterprises (ISBEEs) that are working in the local areas of projects. Indian Affairs is interested in learning how many Indian owned vendors are working in the following disciplines of construction:
• General Contractors (GCs) (NAICS 236220)
• Roofing (NAICS 238160)
• Plumbing, Heating, and Air Conditioning (NAICS 238220)
• Electrical (NAICS 238210)
• Paving (NAICS 237310)
• Prefabricated Buildings (332311 and 321992)
We are interested in learning more about Indian owned vendors who provide these construction services for projects at every price point under $5M. That is, we would like to know about your company if your projects are all under $100K or $250K, as well as those firms that can perform under $1M, $2.5M, or $5M.
How to Respond
Interested vendors should submit two items:
1. Submit a completed questionnaire online OR via e-mail
Complete the attached questionnaire online or send it via e-mail. Online responses can be submitted at https://forms.office.com/g/v9UUn3HbPX or follow the below QR code.

2. Submit a list of projects via e-mail.
Submit project information via e-mail to jessica.kidd@bia.gov and abri-gayle.sterlacci@bia.gov.
Project information should show at least 3 projects in the price range indicated in the completed questionnaire. There should be at least one project in each state indicated in the completed questionnaire. Project information should include: Project Name, Project Location, General Scope of Work Description (1 paragraph), Specialty Work Required, Date Completed, and Project Owner POC. There is no limit to the number of projects that may be submitted, but there is no need to submit more than 3 projects per state. All projects should be completed within the last 6 years. In addition to the above project information, you may also submit a capabilities statement for review (brochures are acceptable), but it is not required.
RESPONSES ARE DUE NO LATER THAN December 1, 2024 at 5:00 PM (ET).
How do I become an ISBEE or IEE vendor?
IEE and ISBEE set-asides can only be awarded to vendors that are self-certified as Indian Economic Emprises (IEEs) or Indian Small Business Economic Enterprises (ISBEEs).
Department of the Interior Acquisition Regulation (DIAR) Part 1480 titled, "Acquisitions Under the Buy Indian Act" describes the requirements for IEEs and ISBEEs (https://www.acquisition.gov/diar/part-1480-acquisitions-under-buy-indian-act). Although interested vendors should read this regulation to understand all the requirements, some key notes are that:
• Indian means a person who is an enrolled member of a Federally Recognized Indian Tribe. The list of Federally Recognized Indian Tribes is available here:
https://www.bia.gov/service/tribal-leaders-directory
• Indian Economic Enterprise (IEE) means any business activity owned by one or more Indians or Federally Recognized Indian Tribes provided that:
o (1) The combined Indian or Federally Recognized Indian Tribe ownership of the enterprise constitutes not less than 51 percent;
o (2) The Indians or Federally Recognized Indian Tribes must, together, receive at least 51 percent of the earnings from the contract; and o (3) The management and daily business operations of an enterprise must be controlled by one or more individuals who are Indians.
o Indian Small Business Economic Enterprise (ISBEE) means an IEE that is also a small business concern established in accordance with the criteria and size standards of 13 CFR part 121.
If you are a member of a Federally Recognized Indian Tribe and own a construction company working in any of the above specialties or as a GC, Indian Affairs can help connect you to the mailto:jessica.kidd@bia.gov mailto:abri-gayle.sterlacci@bia.gov mailto:jessica.kidd@bia.gov mailto:abri-gayle.sterlacci@bia.gov https://www.acquisition.gov/diar/part-1480-acquisitions-under-buy-indian-act https://www.bia.gov/service/tribal-leaders-directory resources needed to pursue federal contracts, even if you have never pursed a federal contract before.
