The Contractor is responsible for providing all labor, travel, materials, and vehicle support under these tasks unless otherwise annotated in this PWS. The Contractor is responsible for providing all manner of personal protective equipment (PPE) for its employees.

NOTE: During the period of performance, the GOVERNMENT may transition from CMLS, ERP plus or current system of record as the logistics Information Technology (IT) to a new system of record. In the event of a system of record migration, contractor personnel will complete any training required by the Government. There is also a possibility that United States Fleet Forces Command (USFFC) will direct MSC to utilize NOSS/NOBLE in addition to, or instead of, ShipCLIP/CMLS, ERP plus or current system of record. As a result, all references to CMLS, ERP plus or current system of record should be read synonymously as CMLS, ERP plus or current system of record/ERP and/or CMLS, ERP plus or current system of record/NOBLE throughout this document. The Contractor shall transition as the Government does with the systems/programs of record to complete the service required.

3.10 Advanced Warehouse Operations & Logistics Modernization: The primary objective is to execute an end-to-end information and process modernization of warehouse and material management, starting with the foundational cleansing of inventory data. The contractor will provide both data-driven and physical process improvements, resulting in the delivery of a transparent, efficient, and strategically optimized ecosystem of tools and procedures. These tools will be delivered as modules of, fully integrated with or as a complementary tool to the existing Corrective Maintenance Logistics System (CMLS, ERP plus or current system of record) or current system of record, and will include comprehensive training to ensure user adoption of both data-driven decision-making and effective warehouse practices. All data-driven processes and decision-making tools will be grounded in sound Lean and Theory of Constraint principles.

• In-Scope:

• Data cleansing, normalization, and standardization of inventory data.

• Development of a material status tracking capability.

• Development of a stowage optimization recommendation capability.

• Development of an automated part interchangeability identification capability.

• Integration of all new capabilities as modules within, or fully adapted to, the existing CMLS, ERP plus or current system of record.

• Process mapping and the implementation of improved physical and data-driven warehouse practices.

• Training for all Government and designated contractor staff on the new tools and associated processes

• Out-of-Scope:

• Large-scale physical relocation of material or major reconfiguration of warehouse infrastructure beyond what is required for process pilots.

• Final procurement or material disposal decision-making (the system shall inform, not execute, these decisions).

• Major architectural changes to the CMLS, ERP plus or current system of record core database beyond what is required for modular integration.

3.10.1 Data Foundation - Cleansing and Standardization: The Contractor shall cleanse, normalize, and standardize the source inventory data file. This process must include research and validation by technically qualified personnel to confirm that parts with different nomenclatures are functionally and physically interchangeable. The outcome will be an accurate, validated, and reliable dataset where multiple, interchangeable part numbers are consolidated under a single, authoritative identifier, establishing the foundation for all subsequent tasks.

3.10.2 End-to-End Material Visibility: A CMLS, ERP plus or current system of record-integrated or current system of record module that supplements and, eventually, replaces manual tracking with a single source of truth, provides role-based workflows for approvals, and captures a reliable audit trail for every request.

3.10.3 Optimized Stowage & Space Utilization: The Contractor shall deliver the capability and supporting analysis that generates dynamic stowage recommendations and optimizes the physical warehouse layout. The system shall produce actionable recommendations for material placement based on multi-factor analysis to improve workflow efficiency. Furthermore, the contractor shall deliver a comprehensive space optimization plan that includes detailed mapping of existing warehouse layouts to aid in the better utilization of current space. This plan will provide data-driven recommendations for changes to existing and future facility layouts to maximize storage density and operational flow.

3.10.4 Automated Part Interchangeability Identification: The Contractor shall deliver a capability as a module within or fully integrated with CMLS, ERP plus or current system of record that automatically identifies likely functionally interchangeable parts for evaluation. The system will normalize varied part descriptions, enable powerful cross-nomenclatures searching, and provide a proactive flagging mechanism within the ordering process to alert the procurement of duplicative parts already in inventory.
